[브레이크뉴스=배종태 기자] 부산시가 대중교통 이용 부담을 획기적으로 낮추는 정책을 본격 시행한다. 4월 1일부터 ‘동백패스’와 ‘K-패스’ 연계 방식이 개선되면서 월 4만 5천 원으로 부산 시내 대중교통을 사실상 무제한 이용할 수 있게 됐다. 가입자도 85만 명을 넘어서며 정책 효과가 가시화되고 있다.
부산시는 이날 정부의 K-패스(모두의카드)와 동백패스 간 연계 시스템을 개선해 시민 교통비 절감 효과를 대폭 확대했다고 밝혔다. 지난 3월 연계 개선 방안 발표 이후 한 달 만에 시스템 구축을 완료했으며, 이날부터 이용 실적에 자동으로 환급 혜택이 적용된다. 두 제도에 동시에 가입할 경우 이용 금액에 따라 환급이 이뤄지는 구조로, 기존 동백패스 이용자는 별도의 카드 발급 없이 기존 카드를 그대로 사용할 수 있다.
동백패스는 2023년 8월 전국 최초로 도입된 이후 이용자 중심으로 꾸준히 확대돼 왔다. 그 결과 부산의 대중교통 수송분담률은 2022년 42.2%에서 2025년 45.0%까지 상승하며 뚜렷한 증가세를 보였다. 특히 2007년 시내버스 준공영제 시행 이후 2019년 기록한 최고치(44.3%)를 넘어, 2023년부터 3년 연속 역대 최고치를 경신하고 있다.
이 같은 변화는 단순 요금 정책을 넘어 다양한 교통 혁신 정책이 함께 추진된 결과로 분석된다. 어린이 대중교통 요금 무료화, 기장·강서 지역 수요응답형 교통 ‘타바라’ 도입, 빅데이터 기반 노선 조정, 스마트 쉘터 설치, 전기·수소버스 확대 등 이용 환경 개선이 복합적으로 작용했다는 평가다.
이용자 증가도 가파르다. 동백패스 가입자는 2023년 32만 명에서 2024년 61만 명, 2025년 79만 명으로 꾸준히 늘었으며, 2026년 1분기에만 6만 명 이상이 추가 가입해 3월 기준 85만 3천 명에 달했다. K-패스 연계 가입자 역시 2024년 12월 11만 명 수준에서 2026년 3월 21만 명으로 약 두 배 증가했다.
부산시는 향후 동백패스 가입자 100만 명 달성을 목표로 서비스 고도화에 나설 계획이다. 교통카드를 단말기에 접촉하지 않아도 되는 ‘태그리스’ 시스템 도입과 함께, 경로 검색부터 예약·결제까지 한 번에 가능한 통합모빌리티 서비스(MaaS)도 추진한다.
부산시 관계자는 “동백패스를 중심으로 한 지속적인 정책 업그레이드가 대중교통 이용률 증가로 이어지고 있다”며 “앞으로도 시민 부담은 줄이고 이용 편의는 높이는 정책을 지속적으로 확대해 나갈 것”이라고 밝혔다.

The move comes as subscriptions to the city’s flagship “Dongbaek Pass” surpass 850,000, underscoring growing public uptake.
The Busan Metropolitan Government announced on April 1 that it has completed a system upgrade linking the Dongbaek Pass with the national K-Pass program, also known as the “Everyone Card.” Under the revised scheme, users who enroll in both programs receive automatic reimbursements based on their monthly transit spending, lowering the effective cost to a fixed ceiling. Existing Dongbaek Pass users can access the enhanced benefits without needing to reissue or replace their cards.
First introduced in August 2023 as a nationwide pilot, the Dongbaek Pass has been steadily expanded with a user-centric approach. The policy is widely credited with boosting Busan’s public transportation modal share, which rose from 42.2 percent in 2022 to 45.0 percent in 2025. The figure has now surpassed the previous peak of 44.3 percent recorded in 2019, marking three consecutive years of record highs since the program’s launch.
Officials attribute the increase not only to fare incentives but also to broader improvements in transit infrastructure and services. These include free public transportation for children, the introduction of demand-responsive transport services in suburban districts such as Gijang and Gangseo, data-driven bus route optimization, and upgrades to passenger amenities such as smart shelters and fleets of electric and hydrogen-powered buses.
User growth has been equally notable. Subscriptions climbed from 322,000 in 2023 to 610,000 in 2024 and 793,000 in 2025. In the first quarter of 2026 alone, more than 60,000 new users signed up, bringing the total to approximately 853,000 by the end of March. Enrollment in the linked K-Pass program has nearly doubled as well, rising from 111,000 in December 2024 to 219,000 in March 2026.
Looking ahead, the city aims to push subscriptions past the one million mark while further modernizing its transit ecosystem. Planned upgrades include the introduction of a “tagless” payment system that allows riders to pass through terminals without tapping cards, as well as a Mobility-as-a-Service (MaaS) platform integrating route search, booking, and payment into a single interface.
Mayor Park Heong-joon said the continued rise in transit usage reflects the cumulative impact of sustained policy innovation. “We will keep advancing measures that reduce citizens’ financial burden while making public transportation more convenient and accessible,” he said.
