대구시와 한중도시우호협회가 공동주최한 '2021 한중우호도시포럼'과 '2021 한중우호청년포럼'이 27일 오전 대구시 수성구 대구인터불고 호텔 즐거운 홀에서 개최됐다. 이날 포럼은 대구시와 산시성(山西省) 등 중국 4개 도시들을 화상으로 연결해 3시간여 동안 진행됐다. 아래는 이 행사와 관련돼 발표된 보도자료의 주요 내용이다.
한국측에서는 권영진 대구시장과 권기식 한중도시우호협회장, 이수성 전 국무총리 등이 참석했으며, 중국측에서는 싱하이밍 주한중국대사가 현장 참석을 하고, 란푸안(藍佛安) 산시성장과 루동량 부성장, 차오루 하얼빈시 외사주임, 박학수 연변조선족자치주 부주장, 왕웨이 이우시 부시장, 박지강 중한도시발전연맹 주임 등이 화상으로 참석했다.
포럼은 대구시와 중국 산시성, 흑룡강성 하얼빈시, 길림성 연변조선족자치주, 절강성 이우시 등 한중 5개 도시와 한중도시우호협회ㆍ중한도시발전연맹 등이 참여하는 '5+2 방식'으로 이뤄졌으며, 1부 협약식과 2부 한중 도시 고위급 포럼 순으로 진행됐다.
권영진 대구시장은 개회사에서 "대구에서 비대면으로 처음 개최되는 '2021한중우호도시포럼'은 포스트 코로나 시대의 성공적인 국제교류 사례로 남을 것"이라며 "오늘 포럼을 통해 코로나19 이후 한국과 중국이 경제ㆍ문화ㆍ관광ㆍ방역 등 분야에서 교류협력 방안을 논의하고 상호협력 체계를 구축하기 바란다"고 말했다.
권기식 한중도시우호협회장은 환영사에서 "한중 수교 29주년을 맞이한 해에 한중 도시들과 교류단체들이 '5+2 한중도시포럼'을 개최한 것은 한중 우호에 큰 도움이 되고, 코로나19 이후 한중 최고위급 포럼이라는 점에서 의미가 있다"라고 말했다.
김부겸 국무총리는 영상축사에서 "이번 포럼이 포스트 코로나 시대 한중 양국 협력과 도시발전을 위한 중요한 이정표가 될 것"이라며 "대구시와 중국의 도시들이 코로나19와의 마지막 고비를 잘 넘길 수 있도록 서로의 경험과 격려를 아낌없이 나누어주시기를 부탁한다"고 말했다.
이어 반기문 전 유엔사무총장의 영상축사와 란푸안 산시성장의 화상축사, 이수성 전 국무총리와 싱하이밍 주한중국대사의 현장축사가 이어졌다.
1부 행사에서는 권영진 대구시장과 란푸안 중국 산시성장이 우호도시의향서 협약을 체결했고, 대구시-한중도시우호협회-중국 연변조선족자치주간 도시교류 협약도 체결됐다.
권기식 한중도시우호협회장이 좌장을 맡은 2부 토론에는 박희준 대구시 문화관광국장과 량쑤쥐안 산시성 외사부주임, 차오루 하얼빈 외사주임, 박학수 연변자치주 부주장, 왕웨이 이우시 부시장, 박지강 중한도시발전연맹 주임 등이 참여해 코로나19 이후 경제ㆍ관광ㆍ문화ㆍ스포츠ㆍ방역 분야의 협력 방안에 대해 주제 발표와 토론을 했다.
이날 오후에는 주한중국대사관과 한중도시우호협회가 공동주최하는 '2021 한중우호청년포럼'이 같은 장소에서 열려 중국 유학생들과 영남대ㆍ계명대 등 한국 대학생들의 열띤 토론이 이어졌다.
참석자들은 포럼을 마치고 부대행사로 개최된 '중국 서부지역 및 대구시 관광사진전'도 함께 관람했다.

The '2021 Korea-China Friendship City Forum' and '2021 Korea-China Friendship Forum', co-hosted by Daegu City and the Korea-China Friendship Association, were held on the morning of the 27th at the Daegu Inter-Burgo Hotel Joyful Hall in Suseong-gu, Daegu. On this day, the forum was held for about three hours by connecting four cities in China, including Daegu City and Shaanxi Province, via video. From the Korean side, Daegu Mayor Kwon Young-jin, Kwon Ki-shik, president of the Korea-China City Friendship Association, and former Prime Minister Lee Su-seong were in attendance. Lu Harbin, head of foreign affairs, Park Hak-su, vice president of Yanbian Korean Autonomous Prefecture, Wang Wei, deputy mayor of Yiwu City, and Park Ji-gang, head of the China-Korea Urban Development Federation, attended by video.
The forum was held in a '5+2 format' in which Daegu City, China's Shaanxi Province, Heilongjiang Province's Harbin City, Jilin Province's Yanbian Korean Autonomous Prefecture, and Zhejiang Province's Yiwu City, along with the Korea-China Friendship Association and China-Korea Urban Development Federation, participated. The first part was the agreement ceremony and the second part was held in the order of the Korea-China high-level forum.
Kwon Young-jin, Mayor of Daegu, said in the opening remarks, "The '2021 Korea-China Friendship City Forum', which will be held for the first time in Daegu without face-to-face, will remain as a successful example of international exchange in the post-corona era. We hope to discuss exchange and cooperation measures in fields such as culture, tourism, and quarantine and establish a mutual cooperation system,” he said.
Kwon Ki-sik, president of the Korea-China Cities Friendship Association, said in his welcome speech, "The fact that Korea-China cities and exchange organizations held the '5+2 Korea-China Urban Forum' in the year of the 29th anniversary of the establishment of diplomatic ties between Korea and China is a great help to Korea-China friendship, and is the highest level forum between Korea and China since Corona 19. It is meaningful in that sense.”
In a video congratulatory speech, Prime Minister Kim Bu-gyeom said, “This forum will be an important milestone for bilateral cooperation and urban development in the post-corona era. We ask that you generously share your encouragement."
It was followed by video congratulations from former UN Secretary-General Ban Ki-moon, video congratulations from Lan Phuan Shaanxi Province, and on-site congratulatory speeches from former Prime Minister Lee Su-seong and Chinese Ambassador to Korea Xing Haiming.
In the first part of the event, Daegu Mayor Kwon Young-jin and Lanpuan, the Mayor of Shaanxi, China, signed a letter of intent on friendship, and Daegu City-Korea-China Friendship Association-Yanbian Korean Autonomous Week in China also signed an urban exchange agreement.
In the second part of the discussion, chaired by Kwon Ki-shik, president of the Korea-China Urban Friendship Association, Daegu City Culture and Tourism Bureau Director Park Hee-joon, Liang Sujuan, Shaanxi Province Foreign Affairs Director, Foreign Affairs Director Chao Lu Harbin, Yanbian Autonomous Prefecture Vice President Park Hak-su, Yanbian Autonomous Prefecture Vice President Park Hak-su, China-Korea Urban Development Federation Director Park Ji-gang, etc. They participated in the presentations and discussions on ways to cooperate in the fields of economy, tourism, culture, sports, and quarantine after COVID-19.
In the afternoon of the same day, the '2021 Korea-China Friendship Forum', co-hosted by the Chinese Embassy in Korea and the Korea-China Friendship Association, was held at the same place, leading to a heated discussion between Chinese students and Korean university students such as Yeungnam University and Keimyung University.
After the forum, the participants also watched the 'Tourism Photo Exhibition in Western China and Daegu City' held as a side event.
