제8대 후반기 상주시의회는 코로나19로 인해 힘겨운 시간속에서도 시민과 소통하며 생활밀착형 의정활동을 펼쳐 왔습니다.
의원발의 조례안 116건, 결의안 3건을 포함, 총 200여 건의 안건을 처리하며 지역의 곳곳에 시민의 뜻을 전달하기 위해 최선을 다해왔습니다.
또한 의원연구단체 활동의 경험과 노하우를 토대로 끊임없이 공부하고 연구하여 지역발전의 비전을 제시하였으며, 경상북도 최초로 청소년의회를 운영하여 우리지역 청소년들이 지방자치에 대해 올바르게 이해하고 성숙한 민주시민으로 성장할 수 있도록 하는 발판을 마련하였습니다.
이제, 제8대 의회를 마무리하는 시점에서 시의원 모두가 시민들과 약속한 공약 실천을 점검하고 시민의 시각에서 지역현안을 바라보며 공약 사업들이 시민생활에 녹아들 수 있도록 마지막까지 혼신의 힘을 다하겠습니다.
올해는 국가와 지역의 미래를 좌우하는 제20대 대통령선거와 제8회 전국동시지방선거라는 아주 중요한 정치 일정을 앞두고 있습니다.
정치와 경제, 사회 전 영역에서 나타나는 갈등은 점차 복잡다단해지기에 변화와 개혁은 쉽지 않습니다. 무엇보다 시민의 삶을 최우선에 두고 지방분권이라는 역사적 큰 흐름 속에 시민주권 시대로 나아가기 위한 문턱을 힘차게 넘어서야 할 때라고 생각합니다.
그렇기에 선거를 앞두고 코로나 위기에 직면할수록 미래에 대한 희망과 더 큰 발전을 일구겠다는 강한 의지와 신념을 갖게 합니다.
먼저, 새해에도 의회의 최우선 과제는 코로나19 극복을 위한 지역경제 활성화입니다.
지속된 코로나19와 오미크론 변이바이러스의 등장으로 긴 터널의 끝이 보이지 않는 상황은 하루하루 절망에 빠져 있는 소상공인 및 자영업자의 어려움과 2030 세대의 후유증 등 우리가 당면한 불평등과 양극화를 더욱 가속화 시키고 있습니다.
그렇기에 우리 의회는 민생경제를 살피고 돌보는 일을 최우선으로 하려고 합니다. 경제 문제를 국가 차원으로 한정해서 보지 않고, 지역 차원에서 가능한 모든 자원을 적극적으로 활용하겠습니다.
상주시 본예산을 지난해보다 8.6% 늘어난 1조 1,370억 원으로 확정하였습니다.
시민들이 경기 회복을 체감하고 올해 예산이 정책의 수요자인 시민의 입장에서 가장 필요한 곳에 쓰일 수 있도록, 철저한 감시와 견제를 통해 의회 본연의 책무를 다하겠습니다.
집행기관을 견제하고 감시하는 역할을 넘어서서 지역발전과 시민의 복리증진이라는 공동의 목표를 이루기 위한 시민 공감 정책과 비전을 제시하는 성숙한 의회로 거듭나도록 하겠습니다.
아울러 8대 의회의 남은 기간을 성장동력 마련의 골든타임으로 생각하고 지역경제에 안정과 활기를 불어넣기 위해 혼신의 노력을 다할 것입니다.

상주시의회는 불요불급한 예산 총 2억 8천만 원을 절약하여 코로나19 사태로 위축된 지역경제를 살리고 어려움을 겪고 있는 시민들을 지원하는 등 일상회복을 위한 의회 역할에 최선을 다하고 있습니다.
지금껏 그래왔듯이 늘 시민의 참뜻을 대변하고 고통 분담을 함께하는 의회가 되겠습니다.
또한, 의회 본연의 업무인 입법활동을 통해 맡겨진 사명을 끝까지 효율적으로 완수하는 모습을 보여드리겠습니다.
커다란 정책도 좋지만, 우리 삶을 개선하는 힘은 일상 속 작은 변화에 있습니다. 지역주민의 삶에 가까운 건 법보다 조례입니다. 앞으로 두 차례의 임시회를 남겨두고 있습니다. 생활을 변화시키는 민생조례를 만드는 데 주력하고 시민의 삶에 힘이 되는 의회가 되겠습니다.
끝으로, 자치분권 2.0시대를 맞아 풀뿌리 주민자치 활성화와 주민주권을 실현하는 데 앞장서겠습니다.
지방자치법 전부개정으로 지방의회 중심의 행정을 펼칠 수 있는 한 단계 진일보한 새로운 시대를 맞이하게 되었고, 지역일꾼을 뽑는 지방선거 또한 앞으로 6개월도 채 남지 않았습니다.
2022년 임인년(壬寅年)을 맞아 우리 상주시가 새롭게 도약하고 변화와 쇄신의 계기가 되기 위해서는 의회의 역할이 그 어느 때보다도 중요한 시기입니다.
지방분권의 시대적 소명을 가슴속 깊이 새기면서 제8대 의회가 유종의 미를 거둘 수 있도록 마지막까지 더 낮은 자세로 모든 역량과 정성을 쏟겠습니다.
1월 13일, 지방자치법 전부개정안이 전면 시행됩니다.
우리 의회 역시 달라진 지방의회에 발맞추어 중요한 사업과 정책들을 준비하고 있습니다.
지방의회 인사권 독립과 정책지원 전문인력 도입 등 지방의회가 제대로 일할 수 있는 제도적 여건을 마련하여 변화된 제도들을 주민들이 현장에서 체감할 수 있도록 안착시키는 것이 우리의 과제입니다.
하지만, 한 가지 분명한 것은 의회의 권한 뿐 아니라,
뒤따라오는 책임 또한 커졌다는 사실입니다.

제8대 상주시의회는 초심의 열정으로 다시 한번 심기일전해 그간 진행해 온 의정활동의 내실을 다지는 한편, 빠르게 변화하는 지방자치 환경에 적극적으로 대처하고 남은 기간 시민과의 약속을 지키기 위해 흔들림 없는 의정활동으로 보답하겠습니다.
