선거비용제한액은 선거운동의 과열과 금권선거를 방지하고 후보자 간 경제력 차이에 따른 선거운동의 불공평을 방지하기 위해 도입되었다. 선거별로 물가상승률과 인구수 또는 읍·면·동수를 반영하여 산정한다.
도지사선거의 경우 17억 1천 3백만 원, 비례대표도의원선거의 경우 2억 1천 7백만 원으로, 도지사선거는 지난 제7회 지방선거 때보다 6백만 원(0.35%) 증가하였고 비례대표도의원선거는 변동이 없다.
교육감선거의 선거비용제한액 산정기준 및 금액은 도지사선거와 동일하다.
