정점식 의원은 28 섬과 육지를 오가는 교통편이 없어 부득이하게 낚싯배를 교통수단으로 이용해야 하는 섬 지역 주민들의 교통편의 증진을 위해 운송수단에 낚싯배를 추가하도록 하는 등의 ‘낚시 관리 및 육성법 개정안’, ‘유선 및 도선 사업법 개정안’, ‘섬 발전 촉진법 개정안’ 3건을 대표발의 했다고 밝혔다.
섬과 육지를 연결하는 교통수단이 제대로 마련되어 있지 않은 섬 지역 주민들의 경우 긴급히 병원 진료 등이 필요한 응급상황이 발생하더라도 운송수단이 없어 육지로의 이동이 자유롭지 못할 뿐만 아니라 비싼 운임비를 지불하고 낚시어선을 이용할 수밖에 없는 것이 현실이었다.
