충남도의회가 여성장애인의 삶의 질을 향상시키기 위해 ‘장애여성지원법’ 제정을 촉구했다.
앞서 도의회는 15일 제335회 임시회 1차 본회의에서 황영란 의원(비례·더불어민주당) 등 18명의 의원이 발의한 ‘장애여성지원법 제정 촉구 건의안’을 채택했다.
건의안은 여성과 장애인이라는 이유로 이중차별을 받는 여성장애인의 인권을 보장하고 완전한 사회참여의 기반을 마련하기 위해 여성장애인기본법을 제정해야 한다는 내용을 담고 있다.
현재 장애인 관련 법률은 총 14개에 달하지만 여성장애인 관련 조항이 담긴 법은 2개 뿐으로, 대다수 법 조항에는 여성장애인에 대한 언급이 없다.
국회에 발의된 장애인기본법안, 장애인권리보장법안 또한 장애여성의 권리보장을 위한 책무, 산후조리 도우미 등이 거론됐지만, 추상적·포괄적이며 장애여성이 처한 특수한 상황을 제대로 반영하지 못하고 있다.
또 장애인단체 역시 남성위주의 사회문화를 그대로 답습하는 상황에서, 장애여성의 문제를 장애인의 문제가 아닌 특수한 소수 집단의 문제로 대상화하고 성인지 관점이 부재한 실정이다.
건의안을 대표발의한 황 의원은 “여성장애인은 교육, 고용 등 여러 분야에서 비장애인뿐만 아니라 남성장애인에 비해서도 취약한 상황에 놓여 있다”며 “현재 장애인복지법 등 기존 법률로는 충분한 지원을 하지 못하기에 여성장애인에 대한 종합적인 지원을 위한 법률을 별도로 제정할 필요가 있다”고 강조했다.
도의회는 이번 건의안을 청와대와 국회, 보건복지부, 각 정당 등에 발송할 예정이다.
