지난 10일 윤석열 대통령은 1호 안건으로 한 후보자의 임명동의안에 서명한 뒤 국회에 제출했다.
국무총리는 다른 장관과는 다르게 국회 본회의 표결을 통과해야만 임명할 수 있다. 하지만 국회는 한덕수 총리 인준안 표결을 위한 본회의 일정에 기약이 없다.
의석 과반에 가까운 더불어민주당의 동의가 없이는 인준 통과가 불가능한 상황 속에서 민주당은 이미 '부적격' 판정을 내린 한 총리에 대해 임명동의안 부결 움직임까지 보이고 있기 때문이다.
민주당은 오는 12일 의원총회를 열고 한 후보자 임명동의안 표결 방향을 논의할 계획이다. 정치권에선 민주당이 이미 부적격 판정을 내린 만큼, 한덕수 후보자 인준안을 쉽게 통과시켜줄 가능성은 낮은 것으로 보고 있다.
한덕수 총리 인준 통과의 카드를 쥐고 있는 민주당이 새 정부 출범 초기부터 정국 주도권 행사에 나서며 강대강 대치로 나갈 가능성도 배제할 수 없다.
더욱이 윤 대통령이나 국민의힘측에서 부결을 막기위한 어떤 메시지나 내거나 움직임을 보이지 않고 있는 상황에서 민주당이 먼저 정부여당의 요구를 들어주는 모양새를 취하진 않을 것이란 지적이다.
다만 민주당 역시 상황이 녹록치만은 않다. 6·1 지방선거를 앞두고 거대야당이 정부 발목을 잡는다는 비판에 직면한다면 선거 참패로 이어질 수 있다. 또한 역대 국회가 총리 인준안을 부결시킨 사례가 적다는 것 역시 민주당 입장에서 명분없이 반대하는 모양새로 비쳐질 수 있다.
이에 따라 내일 열린 의총에서 다양한 격론이 오갈 것으로 예상되며 당 지도부가 어떤 결론을 내릴지에 정치권의 관심이 쏠리고 있다.
일각에선 민주당이 한 후보자 임명에 동의하는 대신 한동훈 법무부 장관 후보자 등에 대한 낙마를 요구하려는 것이라는 분석도 있다.
하지만 민주당 인사청문특별위 간사인 강병원 의원은 지난 6일 "한덕수 총리 인준안과 한동훈 법무부 장관 후보자 낙마를 연계할 생각은 없다"면서 "딜을 위해 부적격을 적격으로 만든다는 건 바람직하지 않다. 정치적 거래를 한다는 건 특위위원들에게도 불쾌한 일"이라고 선을 그은 바 있다.
