고양시는 적극행정을 공직사회에 안착시키고 시민이 일상에서 체감할 수 있는 향상된 행정서비스를 제공하기 위해 ‘2022년 적극행정 실행계획’을 수립해 추진한다고 16일 밝혔다.
올해 실행계획은 ▲기관장이 선도하는 적극행정 문화 조성 ▲적극행정 공무원 우대 강화 ▲적극행정 공무원 보호·지원 ▲적극행정 참여·소통 강화 등 4개 분야 12개 추진과제와 5개 중점과제로 구성했다.
적극행정 중점과제로 ▲과밀억제권역의 공업지역 물량 합리적 재배정 ▲순환형 임대주택 도입으로 철거민 등의 주거문제 해결 ▲건강친화형 주택 건설기준 확대 시행 ▲고양 로컬푸드 탄소다이어트 프로젝트 추진 등 4건을 선정해 시민이 체감할 수 있는 성과를 창출하도록 노력할 예정이다.

또한 상·하반기 적극행정 우수공무원을 선발해 성과에 상응하는 인센티브를 부여하고 공직자들이 적극행정을 할 수 있도록 의사결정을 지원하는 적극행정위원회 의견제시와 사전컨설팅 제도를 더욱 활성화하여 운영할 계획이다.
한편 적극행정 공무수행 중 발생한 일에 대한 책임을 면제·감경하는 적극행정 면책제도 활성화와 공무상 피소 사건 등에 대해 변호사 선임 및 소송비용 지원 등 적극행정 공무원을 보호·지원하는 반면, 소극행정에 대해서는 엄정 조치하는 등 조직 내 소극행정 예방과 혁파를 위한 노력도 계속한다.
