고향사랑기부금 제도 도입 성공적인 정착위한 토론

[브레이크뉴스=이성용 기자] 경남연구원 경남농어업정책센터와 농협중앙회 경남지역본부가 공동 주최·주관하는 ‘고향사랑기부금 제도 도입에 따른 경남 농업·농촌 활성화 방안 정책 토론회’가 13일 농협중앙회 경남지역본부 대회의실에서 개최됐다.

지난해 10월 19일 ‘고향사랑 기부금에 관한 법률(약칭 고향사랑기부금법)’이 제정돼 오는 2023년 1월 1일 시행될 예정으로 고령화 및 지역소멸 위기가 온 농업·농촌 지역의 공동체 활성화, 답례품을 통한 지역 농·특산물 소비 활성화, 농가 경영 안정화를 위해 다부문적 협력방안을 마련하고자 토론회가 마련됐다.

이날 토론회에는 신동철 경남연구원 연구위원이 ‘고향사랑 기부제 추진과 주체별 역할’ 주제 발표를 통해 고향사랑기부금 제도에 대한 이해와 현재 정부의 준비 상황, 일본의 고향납세제도 및 지자체 사례 등을 소개하고 내년 시행될 고향사랑기부금 제도의 성공적인 정착을 위한 농업인생산자단체와 소비자단체, 농협, 지자체 등 주체별 역할 등을 제시했다.

이후 종합토론은 김태영 경상국립대 식품자원경제학과 교수가 좌장을 맡았으며, 조근수 농협중앙회 경남지역본부 부본부장, 이강수 의령군 대외협력담당, 강삼규 (사)한국후계농업경영인 중앙연합회 정책위원장, 황미애 한 살림 경남소비자생활협동조합 이사가 참여해 경상남도 고향사랑기부금 제도의 성공적 정착을 위한 의견을 제시했다.

남성민 경남농어업정책센터장은 “고향사랑기부금 제도 도입에 따라 지방자치단체에 대한 기부 문화를 확산하고 새로운 재원 확보로 재정이 취약한 지자체에 도움을 줄 것으로 기대한다”라며 “고향사랑기부금 제도가 성공적으로 정착하기 위해선 지역의 다양한 주체들이 적극 참여하고 노력해야 한다”고 말했다.

한편, 고향사랑기부금 제도는 2023년 1월부터 전국적으로 시행할 예정이며, 해당 지방자치단체 주민이 아닌 사람 누구나 기부자로 차명할 수 있으며 기부액은 개인별 연간 500만 원 한도로 기부액 10만 원까지는 전액, 10만 원 초과분은 16.5% 세액공제가 가능하다.

해당 지자체는 기부액의 30%이내 답례품(지역특산품, 지역사랑상품권, 조례로 정하는 물품 등)을 제공할 수 있다.
