세종시, 규제입증책임제 온라인 창구 운영

세종시(시장 최민호)가 시민·기업으로부터 규제개선의 목소리를 직접 듣기 위해 ‘규제입증책임제 온라인 창구’를 2일부터 개설·운영한다고 밝혔다.

규제입증책임제는 규제개선을 희망하는 시민이 규제해소 필요성을 입증해야 하는 기존 방식을 대신해 담당 공무원이 규제존치 필요성을 직접 입증하고, 그렇지 못할 경우 규제를 개선해 나가는 제도다.

주민·기업이 개선을 요청한 규제와 기존 등록규제에 대해 지방자치단체가 행정여건 변화를 반영해 선제·주기적인 점검·개선으로 생활불편과 기업애로 해소하는 게 목적이다.

시는 이에 따라 주민·기업이 규제 개선을 보다 쉽게 요청할 수 있도록 누리집(www.sejong.go.kr)에 규제입증책임제 창구를 도입했다.

규제입증책임제는 먼저 시민·기업이 누리집을 통해 규제입증을 요청하면, 소관부서에서 규제개선 필요성을 검토한 후 필요 시 규제개혁위원회 개최로 규제개선 필요성을 심의한다.

이후 소관부서 검토 결과, 위원회 심의 결과 등을 고려해 규제개선 등 후속조치를 이행하게 된다.
