고양시는 국가비상사태 대응 역량을 강화하기 위해 오는 8월 22일부터 25일(4일간)까지 고양시청 체육관, 각 구청 재난안전상황실 등에서 을지연습을 진행한다고 밝혔다.
최근 3년 동안 을지연습은 코로나19 확산 방지 등의 이유로 축소 시행됐다.
올해는 우크라이나와 러시아의 전쟁, 중국과 미국의 대립 등 국제적 안보여건의 변화로 고조된 군사적 긴장을 고려해 국가위기관리 역량강화 및 총력전 대응태세 확립 점검을 위해 전국 단위로 실시될 예정이다.

이번 연습에는 민·관·군·경 500여명이 참여한 가운데 공무원의 전시임무 능력수행 배양을 위해 비상소집훈련 및 전시상황을 가정한 개인별 전시임무카드를 확인하고 전시전환절차 훈련, 현안과제토의, 다중이용시설 테러종합훈련 등 군사적 위협에 대응한 훈련을 실시할 계획이다.
고양시는 실제연습에 앞서 준비보고회와 통합방위협의회 회의를 개최해 추진계획 점검 및 토의를 시행했다.
이동환 고양시장은 “을지연습은 국가안보와 실질적인 비상대응태세를 점검하는 기회”라며 “국가위기발생 시 국민안전을 도모하기 위해 실시되는 이번 연습에 시민과 공직자의 적극적인 참여와 협조를 당부한다”고 전했다. 고양=박정호기자
