고양시, 2022년 상반기 적극행정 성과 우수기관 선정 쾌거

고양시는 지난 27일 행정안전부가 주관하는 ‘2022년 상반기 지자체 적극행정 성과점검’에서 우수기관으로 선정돼 행정안전부 장관 표창을 수상했다고 밝혔다.

행정안전부는 전국 243개 지자체를 대상으로 적극행정위원회 운영 및 사전컨설팅, 적극행정 우수공무원 인센티브 부여, 적극행정 우수사례 실적 및 홍보 등 지표를 평가해 고양시를 포함한 7개 지자체를 우수기관으로 선정했다.

고양시는 지난 2019년 적극행정 운영 조례를 제정하고 2021년 적극행정위원회를 별도 구성하여 공직 내 적극행정 문화 정책을 위한 기반을 마련했으며, 사전컨설팅·공무원의 소송비용 지원·적극행정 면책제도 등 적극행정 공무원 보호·지원 제도를 적극 운영하고 있다.

또한, 2022년에는 우수공무원 선발 절차를 개선·보완하고 인사상 우대조치를 대폭 확대하여 적극행정으로 성과를 창출한 우수공무원들의 자긍심을 고취시키고 공직사회 내 적극행정 안착을 위해 힘써왔다.

적극행정 우수사례로는 ‘고양시를 떠나려던 중견 제조기업, 적극행정으로 붙잡았다’ 사례가 기업의 공장 증축 애로사항을 해소한 점에서 평가위원들의 높은 평가를 받았다.

행정안전부 구본근 지역혁신정책관은 지난 26일 적극행정 우수사례 현장인 국내 레이저 의료기기 분야 1위 기업 ㈜루트로닉을 방문하여, 제조업종 중소기업이 고양시를 떠나지 않고 중견기업으로 성장하도록 지원한 적극행정 성과를 격려했다.
