세종시의회 여미전 의원(비례대표, 더불어민주당)은 27일 기획조정실 소관 행정사무감사에서 “순세계잉여금이 2021년 기준 2,232억원으로 과다하게 발생했는데도 지방채 발행에 따라 2025년까지 약 133억원 규모의 이자를 부담하게 된 것은 우리 시 예산 운용의 문제를 여실히 드러낸 것”이라고 비판했다.
세종시의회 행정복지위원회 소속 여미전 의원은 1일차 행감에서 순세계잉여금으로 남는 예산 문제를 지적하고 세입과 세출 예산에 대한 정확한 추계와 적극적인 예산 집행을 통해 합리적이고 체계적인 예산 집행을 당부했다.
여 의원은 “적시 적소에 예산을 쓰지 않아 발생한 과다한 순세계잉여금도 문제지만, 우리 시 재정에 대한 전체적인 흐름을 파악하지 못한 탓에 채권을 발행해 시민 혈세로 이자를 부담한 건 예산 운용의 심각한 문제를 드러낸 것”이라고 질타했다.
그러면서 “집행부가 예산을 운용할 때 내 돈이라면 이렇게 했을까, 하는 아쉬움이 든다”며 “내 집 살림하듯 예산을 적정하고 효율적으로 집행해서 우리 시 재정 건전성 향상에 힘써 달라”고 주문했다.
