더불어민주당 대전시당(이하 민주당)이 존폐위기에 놓인 대전 지역화폐 온통대전의 폐지보다 존치 필요성을 제기했다.
민주당은 ‘민선 8기 100일, 이장우 대전 시정 이대로 좋은가’라는 연속 토론회를 마련한 가운데 ‘존폐기로에 놓인 지역화폐 온통대전’을 주제로 한 1차 토론회에 정세은 충남대 경제학과 교수는 “지역화폐인 온통대전 발행이후 대전시 전체업체 업종의 매출액에 긍정적인 영향을 끼쳤으며, 지역 소비 활성화란 효과 이외도 지역의 공동체 의식을 강화하는 역할을 하고 있는 것으로 나타났다”고 밝혔다.
정세은 교수는 ‘지역화폐정책의 성과와 향후 바람직한 정책방향’을 주제로 한 발표에서 “온통대전이 발행된 2020년 5월 이전에는 대전시 전체업종의 매출액 비율이 2월 (-29.6%), 3월(-19.8%),4월 (-5.8%)으로 나타났지만 온통대전이 발행된 이후인 6월 (-7.3%), 7월(-17.7%),8월(-15.2%)에는 감소폭이 줄여드는 긍정적인 효과가 나타났다”고 말했다.
정 교수는 또 “대덕e로움의 경우 지역화폐 도입 초기에는 사용 이유에 대해 할인율이 이라고 답한 주민들이 36%가량 됐지만 2022년 조사에서는 할인율은 21.5%로 줄었고 대덕구 경제에 도움이 되기 때문이라는 응답이 74%를 차지하는 등 지역공동체에 의식을 강화하는데 역할을 하고 있는 것으로 조사됐다”고 밝혔다.
정 교수는 “지역화폐가 출발당시 할인율이 주된 사용 이유였지만 2년이 지난 현재는 지역경제에 관심이 증가하는 등 지역경제 선순환의 단초를 마련했다”며 “할인율 하한선이 5% 이상이면 사용자와 미사용자 모두에게 긍정적인 이용 의사가 있는 것으로 조사됐다. 최소한의 할인율을 유지하며 지역화폐 확장 필요성이 있다”고 말했다.
