브레이크뉴스 정명훈 기자= 미국 정부가 북한에 대해 핵과 미사일을 지속 개발하며 미국은 물론 한국과 일본 등 동맹들을 위협하고 있다며 만약 핵을 사용할 경우 '김정은 정권 종말'이라는 결과를 초래하게 될 것이라고 경고했다.
조 바이든 미국 행정부가 27일(현지시간) 공개한 국방전략서(NDS)에 이같은 내용이 명시돼 있었다고 뉴욕타임스는 보도했다.
NDS 중 핵억지전략 부문의 북핵 관련 언급을 보면 "북한이 핵무기를 사용할 경우 김정은 정권에 끔찍한 결과가 있으리라는 점을 명확히 해야 한다"며 "미국 또는 그 동맹·파트너에 대한 북한의 어떤 핵 공격도 용납할 수 없으며 이는 정권의 종말을 초래할 것"이라고 경고하고 있다.
이어 "김정은 정권이 핵무기를 사용하고도 살아남을 수 있는 어떤 시나리오도 없다"고 못박으며 "북한 정권이 다른 국가에 핵무기 기술, 재료 또는 전문 지식 등을 이전한 데 대한 책임도 물을 것"이라고 했다.
또한 "북한은 핵무기를 사용하지 않더라도 동아시아에 신속한 전략 공격을 행할 수 있다"면서 "미국이 보유한 핵무기가 이런 공격을 억지하는데 계속 역할을 할 것"이라고 평가했다.
NDS는 아울러 북한이 언제건 결단만 내리면 7차 핵실험을 강행할 수 있는 준비가 돼 있다고 평가하면서 인도·태평양 지역에 대한 핵 억지에 관한 내용도 담겼다.
NDS는 "인도·태평양 동맹·파트너에 대한 우리의 안보 약속은 변함없다. 커지는 중국과 북한, 러시아 핵·미사일 개발에 대한 우려를 함께 인식한다"라며 "우리는 역내 안보 환경 변화에 상응하는 억제력 강화에 전념한다. 이를 위해 효과적인 역량, 콘셉트, 전개, 훈련을 배합하는 데 파트너와 협력할 것"이라고 명시했다.
이와 함께 "미국은 계속해서 역내 핵 분쟁 억제에 맞춰 융통성 있는 핵 전력을 전개할 것"이라며 전략폭격기 운용 및 핵무기 전진 배치, 탄도미사일을 탑재한 잠수함 운용 등 미국이 보유한 전략 자산을 사용할 것이라고 했다.
