[브레이크뉴스=이성용 기자] 서일준 의원은 국정감사를 통해 국가인권위원회가 전문적인 지식과 경험을 가진 전문가들을 전문상담위원으로 위촉해 상담제도를 운영 중이라고 말하고 있으나, 전문분야와 전혀 관련이 없는 상담을 실시하는 등 방만한 운영을 하고 있는 것으로 지난 26일 확인됐다고 30일 보도자료를 통해 밝혔다.
국가인권위원회는 위원회 훈령인 「국가인권위원회 전문상담위원 규정」에 따라 인권문제에 대한 전문적인 지식이나 경험을 가진 전문가를 임기 2년 단위로 전문상담위원으로 위촉·운영 중이다.
하지만 2021년도에 변호사 13인, 노무사 12인, 군 인권 전문가 2인 등 총 27인을 위촉했고, 관련 예산으로 총 5,900만원을 편성해, 5,800만원을 집행했으나, 지난해 전체 전문상담위원의 약 59.2%(27인 중 16인)가 연간 상담실적이 없거나 인권상담센터 방문일 1일당 평균 상담건수가 1건 미만인 것으로 확인됐다.
특히, 전체 전문상담위원의 약 18.5%인 5인(변호사 4인, 노무사 1인)은 2021년도 상담실적이 전무한 것으로 확인됐다.
또한, 2021년 21일간 17건의 상담사건을 진행한 군 인권전문가인 전문상담위원의 경우 상담사건 17건 중 2건만이 군 인권 분야와 관련성이 있고 나머지 15건은 상담제목은 ▲뺑소니 피해 ▲불법적 가축(개) 보호시설 설치 ▲강제이혼 등으로 군 인권과 전혀 관련이 없는 내용이었다.
