최이는 딸 마봉의 무고에 속아 사위 김약선을 죽인 후부터 노골적으로 아들 최항의 세습코스를 밟아 갔다.
최항에게 첫 벼슬로 호부 상서가 주더니 얼마 지나지 않아 김약선이 맡았던 추밀원지주사에 올렸다. 또한 5백 명의 가병이 최항을 호위하게 함으로써 자신의 후계자를 내외에 과시했다.
그리고 얼마 지나지 않은 1249년 11월, 최이가 마니산 단풍놀이를 다녀온 뒤 병석에 누웠다가 며칠을 못 버티고 죽었다.
그때부터 최씨가 2대도 아니고 3대까지 권력을 세습하는 데 불만이 터져 나오기 시작했다. 그동안 최항이 저지른 패악질도 거기에 한몫했다. 3대 세습에 불만을 주도한 인물은 대집성의 사위이며 최이의 동서인 상장군 주숙(周肅)이었다.
주숙이 내외도방 무인들과 야별초 일부 인원을 모아 놓고 속내를 털어놓았다.
“우리는 지난 60년 동안 왕씨 고려에서 최씨 가문을 위해 일해왔소이다. 그 정도면 충분하지 않을까 싶소. 이쯤 해서 우리도 고종 폐하의 직속이 되는 게 어떻겠습니까?”
엄청난 발언에 모두 충격을 받았으며 옳다고 고개를 끄덕이는 자도 있었으나 대부분 묵묵 부답이었다.
그날 모임은 ‘추후에 더 의논하자’는 식으로 끝났다.
이 소식을 들은 최항은 고립무원에 처한 느낌을 받는다. 그동안 남녘의 절에서 중노릇하느라 강화도에 심복이 많지 않았던 것이다.
그런 최항에게 최씨 가문의 가노 출신들이 모여들었다. 김준, 최양백崔良伯, 이공주李公柱 등 70여 명이 합세해 최항의 호위대를 자처했던 것이다. 여기에 최씨 종친들과 야별초 일부가 공개적으로 최항을 지지하고 나섰다.
이제 고려 조정은 최항 세습지지자와 반대자로 나뉘어, 자칫 내란이 일어날 지경이었다. 그런데 심약한 주숙이 최항 지지로 입장을 선회하면서, 고종도 최항에게 교정별감 자리를 주어야 만했다. 이리하여 최항은 조부 최충헌, 부친 최이에 이어 3대 교정별감이 되었다. 이 모두가 최이가 사망한 뒤 이틀 동안에 일어났던 일이다.
최항은 상복을 입은 채 교정별감이 되더니 장례식을 끝낸 송길유를 불렀다.
“내방으로 설화(雪花), 송죽(松竹), 매창(梅窓)을 순서대로 들여보내라.”
그 세 여인은?
최이의 첩들로, 최항이 평소 눈여겨보고 있었다. 최항이 차례로 세 여인과 간음한 후 교정별감의 이름으로 낸 첫 명령을 내렸다.
“내 습권을 방해한 자들을 모조리 제거하라.”
그래서 김약선의 최측근 민휘, 김경손, 오승적이 제일먼저 숙청당했다. 다음으로 최이의 첩 30여 명과 좌승선 최환(崔峘), 장군 김안(金安), 지유정홍유(鄭洪裕) 등도 멀리 귀양 가야 했다.
송길유에게 내린 두 번째 명령은 불온한 인물들을 족치는 것 이었다.
송길유는 혐의가 있는 자들을 잡아다가 잔인하게 고문했는데, 양 엄지손을 묶어 높은 나 뭇가지에 매달고 자백을 강요했다. 그래도 안 되면 양 엄지발가락에 큰 돌을 매달았다.
그러면 어김없이 발가락과 무릎의 관절이 빠지거나 끊어졌다. 그 고통을 누가 이겨내겠는가. 간혹 그마저도 버티면 발아래에 숯불을 벌겋게 피웠다. 그 상태에서 형리가 혐의자의 허리를 곤장으로 두들겨 팼다. 그러면 십중팔구는 송길유가 하는 대로 자백을 했다.
이렇게 하여 송길유는 최항의 눈밖에 인물들을 모조리 엮었다.
그 와중에도 최항은 계모 대씨만큼은 세상 눈을 의식해 공개 처형하지 못했다. 그러자 윗사람의 비위를 잘 맞추는 송길유가 대씨를 먼섬으로 끌고 가 독약을 먹였다. 주숙도 그냥 두지 않았다. 최항이 후하게 대접하는 척했고, 송길유가 먼 바다로 데려가 수장시켰다.

What about those three women?
They were Choi Yi's concubines, and Choi Hang had been keeping an eye on them. After Choi Hang committed adultery with three women in turn, he gave the first order in the name of Correction Byeolgam.
“Remove all those who interfered with my customs.”
So, Kim Yak-sun's closest aides, Min-hwi, Kim Gyeong-son, and Oh Seung-jeok, were purged first. Next, Choi Yi's 30 concubines, Jwaseungseon Choi Hwan (崔峘), generals Kim An (金安), and Ji Yu-jeong Hong-yu (鄭洪裕) had to be exiled far away.
