조광진 신임회장은 경기 부천고와 동국대 정치외교학과 졸업, 예비역 육군 중위(학사 20기)로 전역했다.

신임 조 회장은 취임사를 통해 “그 동안 향군은 열악한 재정으로 각종 활동에 많은 제약을 받아 왔습니다. 저는 회장에게 지급되는 직책수당 등의 모든 예산을 전액 반납하고 전적으로 향군 운영에 사용하겠다”고 이같이 밝혔다.
또한 “고양시에서 활동하던 다양한 경험과 노하우를 활용해 향군의 운영비와 사업비 예산을 최대한 확보하겠다”고 덧붙였다.
조광진 신임회장은 31일 고양시재향군인회 사무실에서 취임식을 갖고 업무에 들어간다.
