김 의원에 따르면 울릉도와 독도를 지원하는 특별법은 지난 19대와 20대 국회에서 발의된 바 있으나, 당시 법안에 기금 설립 등의 내용이 담기면서 재정 당국의 반대로 통과되지 못했다.
이에 김 의원은 정부와 충분히 협의하여 종합발전계획의 수립과 각종 산업 진흥, 노후주택 개량, 교육 지원, 불법조업 방지시설 설치 지원 등 울릉도와 독도 발전에 실질적인 도움이 될 내용을 특별법에 담아 지난 3월 발의했다.
김병욱 의원은 “오는 8월 울릉도에서 개최되는 ‘섬의 날’을 맞아 ‘울릉도·독도 지원 특별법안’이 통과된다면 큰 의미가 있을 것”이라며, “특별법을 통해 대한민국 최동단에 위치한 울릉도와 독도의 영토주권이 강화되고 주민의 정주 여건과 생활 안전 수준이 향상되기를 기대한다”고 말했다.
