세종시 주민자치연합회 운영 문제 해결을 위한 간담회가 13일 열렸다.
세종시의회 행정복지위원회는 이날 오후 시의회 6층 의정실에서 주민자치연합회와 간담회를 갖고 주민자치회 운영에 대한 현안 사항을 논의했다.
이날 간담회에는 행정복지위원회 전체 위원과 주민자치연합회, 세종시청 자치행정국 직원 등 30여 명이 참석했다.
간담회에서 행복위 의원들은 '세종특별자치시 주민자치회 시범실시 및 설치·운영 조례 일부개정조례안'에 대한 위원회 심사과정을 설명한 후 주민자치연합회의 의견을 청취했다.
아울러 향후 개정조례안에 대한 보완·발전 방향에 대해 논의하는 시간도 가졌다.
이번 조례안은 유인호 의원이 대표 발의한 개정 조례안이다.
개정 조례안은 지난 5월 23일 행복위 심사 과정에서 행정안전부 표준 조례안과 입법예고 기간 중 제출된 시민 의견에 대해 좀 더 심도 있는 논의가 필요하다는 의견에 따라 보류됐다.
이 자리에서 주민자치연합회는 그동안 주민자치회 운영에 따른 문제점을 보완하기 위해 수차례 자체 회의를 거쳐 입법을 제안한 내용으로 주민자치회 위원 임기 조정, 위원 선정 방식 변경 등을 설명했다. 현안 해결을 위해 조속한 조례안 심사를 요청했다.
또한, 주민자치연합회는 “행정복지위원회 위원들이 바쁜 의사일정에도 불구하고 주민자치회 발전을 위해 노력해 준 것에 감사하게 생각한다. 이견이 있는 부분에 대해서는 소통을 통해 개정안을 마련하여 세종시 주민자치회가 전국에서 선진 모델이 될 수 있도록 지원해달라”고 전했다.
행복위 위원들도 "다양한 의견을 수렴해 조례안 완성도를 높이겠다"고 약속했다.
임채성 위원장은 “주민자치활성화를 위해 애써주신 주민자치연합회 회원분들께 감사의 인사를 전한다. 이번 간담회를 통해 주민자치연합회와 행복위 위원님들 간 의견을 공유할 수 있어 뜻깊다. 앞으로 다양한 경로를 통해 주민의 목소리를 정책에 반영하고 실질적인 주민자치가 구현될 수 있도록 하겠다”고 말했다.
한편, '세종특별자치시 주민자치회 시범실시 및 설치·운영에 관한 조례 일부개정조례안'은 오는 8월 제84회 임시회에 재상정해 논의할 계획이다.
