폐허가 된 진도 용장성에서 씻김굿이 끝날 무렵 김통정 일행은 독거군도의 자그마한 혈도(穴島)에 정박했다. 다음 날 추자도에 머문 후 제주 군항포에 닻을 내렸다.
기다리고 있던 이문경이 비감한 표정으로 김통정과 말없이 포옹만 했다. 제주의 세 토착 세력인 고씨(高氏), 양씨(梁氏), 부씨(夫氏)의 대표도 나와 있었다. 양씨가 김통정에게 그동안 수고했다는 인사말을 건넸다. 물론 재주도 말이었다.
“그동안 폭싹 속았수다 그동안 매우 수고하셨습니다.”
제주도는 동고서저 지형으로 중앙에 한라산이 우뚝 솟아 있다. 분화구에서 용암이 사방으로 흘러내리며 368개의 오름을 만들고 바닷물과 만나 현무암으로 변했다. 군항포 또한 현무암이 기암괴석을 이루고 있다.
그해 고려 전역에 가뭄이 들었고, 특히 제주가 더 심해 곡물소출이 형편없이 줄어들었다. 그래도 제주인들은 삼별초가 진도에서 먼 뱃길을 떠나 제주로 온다는 소식을 듣고 몇날 며칠동안 만찬을 준비했다.
바다에서 전복, 게, 굴, 성게, 미역 등을 채취하고 흑 돼지를 삶았다.지난 며칠간 항해에서 거의 굶다시피 한 삼별초 일행은 정성껏 차린 음식을 앞에 두고도 먹는둥 마는둥 했다. 진도 패전이 그만큼 쓰라렸던 것이다.
그 모습이 안스럽만 한 제주인들이 여기저기서 식사를 권했다.
“혼저 먹읍서.”
“맨도롱 홀 때 호로록 들여싸 붑서.”
어서 먹으십시오, 따뜻할 때 후루룩 마셔버리십시오 하는 말이었다. 그제야 삼별초 병사들이 수저를 들며 비감하기만 했던 분위기가 차츰 누그러졌다.
어느 정도 허기를 채웠을 때 이문경이 조심스럽게 김통정에게 물었다.
“대장. 나라에 임금이 있어야 하는데, 탐라에 왕족이 없으니 어찌해야 합니까?”
“차라리 잘되었소. 종친도 없고 하니 이 기회에 왕 제도를 없앱시다. 단군 조선도 초기에 족장만 있었소. 왕을 만들면 귀족, 평민, 노예가 생겨납니다. 법도 조선의 팔금법(八禁法) 정도만 인정합시다. 우리 역시 전쟁 지휘권만 행사하고 나머지는 토인들에게 맡깁시다.”
본토와 멀리 떨어진 제주도는 오랫동안 탐라국으로 불리며 성주(星主) 또는 왕자(王子)라 하는 세습 토호가 다스리는 반독립 상태였다. 이들 세습 토호는 제주 삼성혈을 중심으로 사방에 거주했다.
고려 숙종 때 탐라국은 탐라군이라는 지방 군현으로 편입되었고, 희종 때에는 탐라가 제주로 개칭되었다. 탐라국이 고려의 군현이 된 뒤로 개경에서 온 수령들은 하나같이 왕처럼 행세하 며 탐라인들을 가혹하게 착취했다.
그래서 탐라인들이 삼별초를 해방군으로 여겼던 것이다.
김통정은 제주를 통치할 합의체에 세습 토호 외에 각 마을촌로까지 포함시켰다. 그 합의체의 이름은 과민도장(寡民道場). 여기에서 제주도의 행정을 물론 입법, 사법까지 관할하기 시작했다. 그동안 제주인들은 인두세(人頭稅)로 고려 왕실에 엄청난 양의 해산물, 짐승 가죽, 말 등을 바쳐야 했다.
제주도 여인들은 일년 내내 전복을 따고 미역을 걷어야 했다. 남자들은 더 힘들었다. 어부 노릇에 진상용 해물까지 채취해야 했다. 그래야 고려 왕실과 지방 수령의 요구를 겨우 맞출 수 있었던 것이다. 견디다 못한 남자들이 육지로 자꾸 도망쳤으며 그 때문에 제주에 바람, 돌, 그리고 여자가 많게 되었던 것이다. dyl1010@hanmail.net

Jeju Island has an east-high and low-lying terrain, with Hallasan Mountain rising tall in the center. Lava flowed in all directions from the crater, creating 368 volcanic cones and meeting seawater, turning it into basalt. Gunhangpo also has basalt forming strangely shaped rocks.

They collected abalone, crabs, oysters, sea urchins, seaweed, etc. from the sea and boiled black pig. The Sambyeolcho group, who had almost starved during the voyage for the past few days, were reluctant to eat despite the carefully prepared food in front of them. The defeat in Jindo was that bitter.
Jeju people felt sorry for the sight and offered to eat here and there.
“I ate it alone.”
“During the Mendorong Hall, I wrapped it up and blew it out.”
The message was to eat it quickly and slurp it up while it's still warm. Only then did the sad atmosphere of the Sambyeolcho soldiers raise their spoons and gradually calm down.
When Lee Moon-kyung had satisfied her hunger to some extent, she carefully asked Kim Tong-jeong.
"Leader. “The country needs to have a king, but there is no royal family in Tamna, so what should we do?”
“It was better. Since we have no clan relatives, let’s take this opportunity to abolish the king system. In the early days of Dangun Joseon, there was only a chieftain. Jeju Island, which is far from the mainland, was called Tamna-guk for a long time and was semi-independent, ruled by a hereditary prince called Seongju (Star Lord) or Prince (王子). These hereditary Toho people lived in all directions, centered around Samseonghyeol, Jeju.
During the reign of King Sukjong of Goryeo, Tamna-guk was incorporated into a local county called Tamna-gun, and during the reign of King Huijong, Tamna was renamed Jeju. After Tamna became a county of Goryeo, the leaders from Gaegyeong all acted like kings and exploited the Tamra people harshly.
That is why the Tamra people regarded Sambyeolcho as a liberation army.
Kim Tong-jeong included each village and village road in addition to the hereditary land title in the body that would govern Jeju. The name of the agreement is Gwamindojang (寡民道場). From here, it began to take charge of not only the administration of Jeju Island, but also its legislation and judiciary. Meanwhile, Jeju people had to offer huge amounts of seafood, animal skins, horses, etc. to the Goryeo royal family as a head tax.
Jeju Island women had to pick abalone and gather seaweed all year round. Men had it harder. As a fisherman, I had to collect seafood for public consumption. Only then was it possible to meet the demands of the Goryeo royal family and local leaders.
