[브레이크뉴스경기남부=용인 이현준기자] 용인특례시가 28일 미국 반도체 기업 등 4차산업 관련 기업들이 대거 자리잡은 텍사스주의 윌리엄슨 카운티와 자매결연을 맺었다.
용인특례시가 미국의 시(city)보다 상위 행정구역인 카운티(county)와 자매결연을 맺는 것은 이번이 처음이다.
윌리엄슨 카운티는 테일러시(city) 등 27개 시를 통할하는 지역이다. 매월 4000여 명씩 인구가 늘 정도로 빠르게 성장하는 도시로, 텍사스주에서 인구 기준으로 세 번째로 큰 인구 70만 명의 도시다.
윌리엄슨 카운티 내의 테일러시엔 삼성전자가 150만 평 규모의 부지에 61조원(440억 달러)을 투자해 파운드리 반도체 생산라인(Fab)을 건설하는 대형공사가 진행되고 있다.
28일 처인구 삼가동 미르스타디움 1층 기자회견실에서 열린 자매결연식에는 이상일 용인특례시장과 빌 그래벨 윌리엄슨 카운티장, 드웨인 아리올라 테일러시 시장 등이 참석했다.
자매결연은 올해 2월 양 지역이 반도체와 IT 등 미래산업을 발전시키기 위해 협력하자는 뜻의 우호 교류 의향서를 교환한 데 이은 후속 조치다.
당시 빌 그래벨 윌리엄슨 카운티장은 대표단을 이끌고 용인특례시를 방문해 이상일 시장과 만났다. 이 시장은 윌리엄슨 카운티 대표단에게 용인 세 곳에서 진행되는 502조원 규모의 초대형 반도체 프로젝트에 대해 상세히 설명했다.
윌리엄슨 카운티는 의향서 교환 후인 올해 4월 자매결연 체결 등 교류 강화방안을 논의하기 위해 경제개발청 국장을 용인특례시에 파견했고, 5월에는 자매결연 의사를 용인특례시에 먼저 타진했다.
자매결연 협약에 따르면 양 도시는 앞으로 상호 평등하고 호혜적인 입장에서 주민 간 우호 교류 증진을 위해 함께 노력하고, 행정·경제·문화관광·교육·민간 등 각 분야 발전을 위해 소통·협력하는 노력을 기울일 방침이다.
또 세계적 반도체 기업인 삼성전자의 대규모 투자로 초대형 산업단지를 조성하는 양 지역이 반도체 생태계를 함께 확장하고, 반도체 산업 경쟁력을 함께 강화하기 위해 교류ㆍ협력하기로 했다.
양 지역은 앞으로 공식 대표단 상호 파견 등을 통해 시민 복리 증진을 위한 우수정책을 공유하고 교육·문화·스포츠 등 다양한 공공·민간 교류를 활성화하는 일도 추진키로 했다. 용인특례시는 윌리엄슨 카운티에 거주하는 재외동포와의 소통을 위해서도 협력하기로 했다.
시는 윌리엄슨 카운티의 적극적인 교류 의지를 기반으로 자매결연이 이뤄진 만큼 반도체 등 산업 분야에서 기업 간 교류가 활발하게 이뤄지도록 협력하는 방안도 모색할 방침이다.
이상일 시장은 “윌리엄슨 카운티와 올해 2월 우호 교류 의향서를 교환한 이후 양 지역의 번영과 발전을 위해 한층 더 활발히 교류ㆍ협력해 나가자는 의미에서 자매결연을 맺는 것을 굉장히 뜻깊게 생각한다”며 “용인특례시와 윌리엄슨 카운티는 반도체 등 4차산업을 중심으로 발전을 하고 있는 만큼 무한한 잠재력을 가지고 있으므로 상호 협력을 하면 경제를 비롯한 여러 측면에서 윈(win)-윈 하는 효과를 낼 것”이라고 말했다.
빌 그래벨 카운티장은 “용인특례시와의 활발한 교류를 통해 양 지역의 미래 세대가 반도체 칩을 생산하면서 새로운 세계를 열어가는 데 큰 힘이 될 것이란 생각에서 이 자리에 참석해 자매결연을 체결했다”고 말했다.
