(브레이크뉴스인천 박상도 기자) 전국시도교육감협의회(회장 강은희 대구시교육감, 이하 협의회)가 지난 22일, 강원도 강릉 씨마크호텔 컨벤션센터에서 제102회 총회를 개최했다.
이번 총회에서는 공무원 근무시간 면제자 결원 보충 근거 마련 및 총액 인건비 반영 요청 등 4개 안건을 심의․의결하고, 차기 정부에 제안할 ‘대한민국 미래 교육 대전환 10대 교육정책 과제’를 논의했다.
이번 총회의 주요 의결 사항은 다음과 같다.
○ 공무원 근무시간 면제자 결원보충 근거 마련 및 총액인건비 반영 요청
공무원노조 전임자로 인한 결원 보충과 인건비 예산 지원 방안을 마련하여 실효성 있는 현장 안착을 위해 행정안전부와 교육부에 개선을 요청했다.
○‘지방교육행정기관 행정기구와 정원기준 등에 관한 규정’ 개정 건의
교육수요 대응력과 지방교육자치 강화를 위해 시․도교육청별 여건에 따라 자율적으로 3급 이상 정원을 책정할 수 있도록 교육부에 관련 규정 개정을 요청했다.
○ 학생선수 폭력피해 실태조사 통합 실시 요청
학생선수에게 중복 실시되고 있는 학교폭력 실태조사를 일반학생 학교폭력 실태조사 시에 학생선수에게는 추가 설문 문항을 제공하여 학교폭력 실태조사를 통합실시할 수 있도록 교육부에 개선을 요청했다.
○ 교육공무직원 노조와의 단체(임금)교섭 방법 결정안
시·도교육청과 교육공무직원 노동조합과의 2025년 임금교섭 방법을 결정하고 대표 교육감을 선정했다.

이번 10대 교육정책 과제는 최근 교육 현안과 다양한 교육 관련 기관의 제안을 반영하여 작성됐으며, 17개 시도교육청에서 제출한 현장 의견을 바탕으로 교육학계 전문가 자문을 거쳐 정책의 완성도를 높였다.
자문 내용 발표에 이어 진행된 자유 토의에서는 교육감들이 각 시도교육청의 의견과 지역별 교육 현실을 공유하며 미래 교육정책의 실현 가능성과 방향에 대해 심도 있게 의견을 나눴다.
특히, 초저출생 시대에 국민 한 사람, 한 사람의 삶과 역량이 국가경쟁력을 좌우하게 되는 시대적 흐름 속에서 교육이야말로 최고의 복지이자 미래를 위한 핵심 투자라는 인식을 함께 나눴다.
더불어, 국격과 국가경제력이 높아진 오늘날에도 교육에 대한 투자가 여전히 미흡하다는 점에 공감하며, 교육의 본질은 ‘희망’과 ‘공존’을 위한 제도임을 다시금 되새기는 계기가 됐다.
협의회는 이날 총회에서 논의된 내용을 바탕으로 최종 과제를 임원진 중심으로 정리하여 새 정부에 공식 제안할 예정이다.
