(브레이크뉴스인천 박상도 기자) 인천해양경찰서가 오는 7월 1일부터 8월 31일까지 무허가 해양레저활동 특별단속을 실시한다고 밝혔다.
인천해경에 따르면,이번 단속은 여름철 해양레저활동 성수기를 대비해 해상교통질서를 확립하고 레저활동자의 안전사고를 미연에 방지하기 위해 추진됐다.
해상교통안전법에 따르면 경인항 등 해경서장이 정하는 수역에서 해양레저활동 시 관할 해경서장의 허가를 받아야만 레저활동이 가능하다.
인천해경은 경인항 아라뱃길 등을 중심으로 해양레저활동 허가구역 내 허가를 받지 않고 레저활동을 하는 요트 등의 선박을 집중 단속할 계획이다.
주요 단속사항은 해양레저활동 허가 여부, 음주(주취)운항, 무면허 조종 등이다.
인천해경 관계자는 “여름철 성수기를 맞아 수상레저 이용객이 급증하는 만큼 사고 예방을 위한 안전관리를 강화할 방침”이라며 “레저활동 허가구역 내 레저활동 시 사전 허가를 필히 받고, 구명조끼 착용과 승선 정원 준수 등 기본 안전수칙을 철저히 지켜주길 바란다”고 말했다.
또한, 인천해양경찰서가 19일, 여름 휴가철을 앞두고 오는 28일부터 8월 31일까지 모든 선박을 대상으로 음주운항 특별단속을 실시한다고 밝혔다.
인천해경에 따르면, 이번 단속은 날씨가 더워지면서 바다를 찾는 관광객이 증가할 것으로 전망됨에 따라 어선과 낚시어선, 수상레저기구, 유·도선, 화물선(외항선) 등 해상에서 운항하는 모든 선박을 대상으로 출항 전·후 집중단속 할 계획이다.
인천해경은 해당 기간 중 상황실·경비함정·파출소·해상교통관제센터(VTS) 등과 해·육상 연계 합동단속을 벌인다.
화물선 등 대형선박은 출항 전 음주운항 예방 차원에서 단속하고 어선 및 레저선박은 조업·레저활동 밀집지역 등을 면밀히 파악해 단속 활동을 전개할 방침이다.
특히, 최근 법 개정으로 음주상태에서 카약이나 서핑 등 무동력 수상레저기구 이용 시 처벌 대상이 됨에 따라 특별단속 기간 중 레저기구 이용자를 대상으로 계도와 홍보활동을 병행할 계획이다.
인천해경 관계자는 “최근 3년간 인천 관내 음주운항 단속 건수는 총 14건으로 이 중 11건이 어선과 수상레저기구에서 적발됐다”며 “여름 휴가철을 맞아 해양사고 예방 중심의 음주운항 단속을 강화하고 안전한 해상교통문화를 조성하기 위해 최선을 다하겠다”고 말했다.
