아동의 권리를 중심에 둔 교육환경 조성을 위해 충남 홍성군을 비롯한 국내 지방정부들이 국경을 넘어 실질적인 국제 협력에 나섰다.
유니세프아동친화도시 추진 지방정부협의회(회장 이용록 홍성군수, 이하 협의회)는 지난달 30일부터 7월 3일까지 3박 4일 일정으로 몽골을 방문해, 유니세프가 지원하는 ‘몽골 그린스쿨 프로그램’의 현장을 직접 둘러보고 교류 활동을 펼쳤다.
이번 방문은 지난해 협의회가 유니세프 한국위원회를 통해 ‘몽골 그린스쿨 지원사업’에 기금을 전달한 데 이어, 올해에도 추가 후속 지원을 이어가는 차원에서 이뤄졌다. 현장에는 충남 홍성군과 예산군, 경기 과천시 및 시흥시의 지방자치단체장과 유니세프 한국위원회 사회공헌본부장이 동행했다.
협의회 대표단은 유니세프 몽골사무소를 시작으로 울란바토르 소재 제74학교, 오르혼 지역의 제28유치원 및 제15학교 등을 차례로 방문했다. 이들은 몽골 현지에서 추진되고 있는 친환경 교육 인프라 구축과 아동복지 향상 노력들을 직접 확인하고, 교육현장의 관계자들과 심도 깊은 의견을 나누며 지역 간 협력 가능성을 모색했다.
이용록 협의회장은 현장 방문을 마친 뒤 “몽골 현장에서 마주한 아이들의 눈빛과, 더 나은 교육환경을 만들기 위한 관계자들의 노력이 인상 깊었다”며 “이번 방문을 통해 아동의 권리와 환경을 위한 국제적 노력에 대해 다시 한번 생각해 보는 소중한 시간이 되었다”고 밝혔다.
한편, 2015년 27개 지방정부로 출범한 협의회는 현재 100개 지자체가 회원으로 참여하며 국내외 아동친화정책 확대에 앞장서고 있다. 협의회는 앞으로도 글로벌 아동권리 증진을 위한 교류 프로그램과 국제 협력 프로젝트를 지속적으로 추진할 계획이다.

The Local Government Council for the Promotion of UNICEF Child-Friendly Cities (Chairman Yong-rok Lee, Mayor of Hongseong County, hereinafter referred to as the Council) visited Mongolia for three nights and four days from the 30th of last month to the 3rd of July, to directly inspect the site of the ‘Mongolian Green School Program’ supported by UNICEF and engage in exchange activities.
This visit was made in order to continue additional follow-up support this year, following the Council’s provision of funds for the ‘Mongolian Green School Support Project’ through the UNICEF Korean Committee last year. The Council delegation began by visiting the UNICEF Mongolia Office, followed by the 74th School in Ulaanbaatar, the 28th Kindergarten in the Orkhon region, and the 15th School. They directly observed the efforts to build eco-friendly education infrastructure and improve child welfare being promoted in Mongolia, and exchanged in-depth opinions with officials in the educational field to explore the possibility of cooperation between regions.
After completing the field visit, Chairman Lee Yong-rok said, “I was impressed by the eyes of the children I encountered in Mongolia and the efforts of officials to create a better educational environment,” and “This visit was a valuable time to think again about international efforts for children’s rights and the environment.”
Meanwhile, the council, which was launched in 2015 with 27 local governments, currently has 100 local governments as members and is leading the way in expanding child-friendly policies at home and abroad. The council plans to continue to promote exchange programs and international cooperation projects to promote global children’s rights.
