(브레이크뉴스인천 박상도 기자) 인천시가 오는 8월 11일부터 9월 19일까지 ‘2025년 인천 도시정비사업 시민 아카데미’를 운영한다고 밝혔다.
인천시에 따르면, 이번 아카데미는 도시정비사업에 대한 시민들의 이해를 높이고, 사업 추진 과정에서 발생할 수 있는 갈등의 사전 예방을 통해 조합의 역량을 강화함으로써 정비사업이 보다 효율적으로 추진될 수 있도록 마련됐다.
아카데미 운영은 인하대학교 산학협력단이 맡으며, 교육은 인하대학교 60주년기념관(107호 강의실)에서 진행된다.
교육과정은 기본과정과 전문과정으로 나뉘어 각각 4일간 대면 강의로 구성되며, 각 과정은 총 12개의 강좌로 운영된다.
기본과정에서는 정비사업의 개념과 제도, 절차, 방식 등에 대해 다루며, 전문과정에서는 사업 단계별 실무와 주요 쟁점에 대한 심화 내용을 다룰 예정이다.
특히 최근 제정된 ‘노후계획도시정비 특별법’과 재건축 패스트트랙 도입, 전자적 절차 등 변화하는 제도에 대한 시민들의 이해를 돕고, 정비사업 활성화 정책의 실효성을 높이는 데 중점을 두고 있다.
이번 아카데미는 정비사업을 준비하거나 관심 있는 시민들에게 실질적인 정보를 제공하는 유익한 기회가 될 것으로 기대된다.
수강 신청은 7월 31일까지 가능하며, 신청은 큐알(QR)코드 또는 온라인 신청서를 통해 접수할 수 있으며, 인천광역시청 누리집 새소식란에서도 신청이 가능하다.

또한, 인천시가 오는 7월 7일부터 16일까지, 지난 6월 신청한 해양수산부 및 한국어촌어항공단 주관 ‘폐어구 수거 경진대회’사업과 관련해 강화군과 옹진군의 항·포구 일대에서 본격적인 연안 정화 활동에 나선다고 밝혔다.
인천시에 따르면, 이번 사업은 항·포구와 해변 등에 방치된 폐그물, 폐통발 등 폐어구를 집중 수거하고, 단체별 수거량, 참여도, 협력도 등을 종합 평가해 우수 단체를 선정·포상하는 전국 단위 해양정화 캠페인이다.
인천시는 올해 초부터 연안 정화사업을 지속적으로 추진해 왔으며, 이번 사업의 성과를 종합하고 결과를 공유하는 전 과정을 행정적으로 총괄 지원할 계획이다.
또, 지역 어업인들의 자발적인 참여를 유도하기 위해 홍보를 강화하고, 사업의 원활한 추진을 위해 군·구 및 유관기관과의 협력 체계도 더욱 공고히 해나갈 방침이다.
이번 사업에는 옹진군 대청면어업인협회 50명, 연평어촌계 500여 명, 강화군 매음어촌계 55명 등 총 3개 단체가 참여한다.
특히, 연평어촌계는 9개 기관 및 단체가 연합한 조직으로, 그동안 지역사회와의 연대를 통해 자발적인 연안 정화 모델을 꾸준히 실천하고 있다.
지난해에도 3개소가 참여해 총 142.19톤의 폐어구를 수거하는 성과를 거뒀으며, 강화군 매음어촌계와 옹진군 진촌어촌계가 우수단체로 선정돼 포상을 받은 바 있다.
인천시는 올해 역시 모든 참여 단체가 우수한 평가를 받을 수 있도록 행정적 지원을 더욱 강화할 계획이다.
한편, 인천시는 같은 시기에 추진하는 ‘폐어구 수거 시범사업’도 옹진군, 중구, 동구, 남동구 등 4개 구에 소속된 5개 단체가 활발한 연안 정화 활동을 추진할 수 있도록 체계적인 관리와 행정적 지원을 이어갈 계획이다.

또한, 인천시 수산기술지원센터가 7일부터 7월 25일까지 ‘제6기 인천 귀어학교’ 입교 희망자를 모집한다고 밝혔다.
수산기술지원센터에 따르면, 인천 귀어학교는 귀어를 희망하는 도시민 등을 대상으로 안정적인 어촌정착 지원을 위해 수산관계 자격 취득, 어업기술 관련 교육 등 수산업 관련 기초 교육과 어업인 소통, 귀어귀촌 사례 및 현장 실습 교육 등의 프로그램을 운영한다.
지난 5월부터 6월까지 운영된 제5기 교육과정에는 총 20명이 참여해 수료했으며, 일부 교육생은 어선원 인턴십 프로그램에 참여하는 등 실제 귀어 창업을 위한 준비도 이어가고 있다.
제6기 교육은 8월 18일부터 9월 13일까지 5주간 진행되며, 양식어업과 어선어업을 통합한 종합반 형태로 운영된다.
귀어 희망자의 관심 분야가 양식과 어선에 고르게 분포된 점을 고려해 두 분야를 함께 교육하는 것이 특징이다.
교육과정은 크게 이론과 현장 실습으로 나뉘며, 이론 교육은 2주간 귀어학교 생활관에서 진행된다.
어선과 양식 분야뿐만 아니라 귀어·귀촌에 실질적으로 필요한 다양한 주제를 각 분야 전문가가 강의해 실효성을 높일 계획이다.
아울러, 현장 실습 교육에서는 1주간 어촌 지역에서 지역민들과 함께 생활하는 어촌계 융화 프로그램을 운영하며, 2주간은 양식 어업과 어선 어업 중 희망하는 분야에서 어촌 전문가에게 현장 실습 교육을 받게 된다.
