고동진 의원, '장애인복지법 개정안' 대표발의

(브레이크뉴스인천 박상도 기자) 고동진 국회의원(국민의힘, 강남구병, 행안위)이 지난 8일, 장애인의 개별 수요와 소득 수준을 반영한 장애인보조기구 지원 체계를 정비하고, 국가 및 지방자치단체에 실태조사와 기준 마련 의무를 부과하는 「장애인복지법 개정안」을 대표 발의했다.

현행 제도에 따르면, 의족 등 고가 보조기구는 통상 5년에 1회만 급여 대상이 되며, 실비 수천만 원 중 수십만 원만 지원되는 등 실효성이 크게 떨어진다는 지적이 지속되어 왔다. 

이에 따라 경제적 부담을 장애인이 온전히 감당해야 하는 구조는 헌법이 보장하는 장애인의 이동권·건강권·노동권을 침해한다는 사회적 비판이 높았다.

이번 개정안은 장애유형 및 개인 수요에 따른 지원기준 마련 의무부과, 소득 수준에 따른 차등 지원 가능 근거 마련, 국가와 지방자치단체의 정기 실태조사 의무화, 기준·절차는 대통령령 위임 등을 담았다.

특히, 지자체가 실태조사를 실시하고 그 결과를 정책에 반영하도록 명시함으로써, 지역 맞춤형 복지체계를 더욱 강화시켰다.

고 의원은 “현실과 동떨어진 기준으로 장애인의 삶을 바꿀수는 없다”며,  “동법을 통해 보조기구 실제 사용자 중심으로 정책을 설계해서 장애인분들이 시대 변화나 기술의 발전을 반영한 보조기구 지원을 받을 수 있게 되길 기대한다”고 밝혔다.
