(브레이크뉴스인천 박상도 기자) 중부지방해양경찰청이 14일부터 10월 31일까지, 국민의 생활을 위협하고 권리를 침해하는 민생범죄 및 인권침해 범죄에 강력한 대응을 위해 집중 단속에 나선다고 밝혔다.
중부해경청에 따르면, 민생범죄는 국민들의 생활에 영향을 끼치는 서민 생활 안전 침해형과 시장 질서를 교란하는 경제 침해형으로 나누어 서민생활안전침해형은 선박·양식장 등 침입 강·절도, 선불금·선용품 등 물품 보험사기, 해수산 종사자 대상 횡령·배임 등 재산 범죄, 시장질서교란형은 불법어업, 면세유·천일염·위해식품 제조·유통·판매 등에 대해 집중적으로 단속을 펼친다.
인권침해 범죄는 노동력 착취 목적의 폭행·상해·강요·감금 등 인신매매형 범죄와 외국인 선원 증가에 따른 불법체류 외국인 고용·알선, 선원 의무보험 미가입 범죄 등을 집중적으로 단속한다.
특히, 넓게 퍼져 있는 민생·인권침해 범죄 특성을 고려하여, 중부청 광역수사대는 물론 경찰서 수·형사장 요원 및 함정·파출소 등 현장부서를 활용한 적극적인 첩보수집 및 검거활동을 전개할 방침이다.
중부해경청 관계자는 “국민의 평온한 일상 회복 도모와 해양 종사자 인권침해 범죄 근절을 위해 범죄를 목격하거나 피해를 당한 경우 가까운 해양경찰관서에 적극적으로 신고해 줄 것”을 당부했다.

또한, 중부지방해양경찰청이 최근 해상교통관제센터(VTS) 관제사를 대상으로 ‘2025년 2분기 우수 선박교통관제사 선발대회’를 개최하여 우수관제사 2명을 선발했다고 밝혔다.
중부해경청에 따르면, 이번 선발대회는 지난 11일, 해상교통관제사의 직무 전문성과 상황 대응 능력을 강화해 관할 해역의 안전한 선박운항을 확보하고, 해양사고 예방에 기여하고자 마련됐다.
대회에는 중부해경청 관할 대산, 평택, 인천, 경인연안 VTS에서 자체 선정한 관제사 4명이 참가했으며, 과거 사회적으로 이슈가 되었던 사례 중 실제 관제에 적용가능한 문제를 출제하여 지식평가와 기술평가 등을 병행하여 진행됐다.
지식평가는 관련법령 및 선박 특성 이해에 중점을 두고, 기술평가는 관제기법, 관제시설 이해, 상황대처 능력 등으로 구성하여 관제사들의 실무능력을 평가했다.
그 결과, 참가한 관제사 중 인천항 VTS 7급 김민 관제사와 경인연안 VTS 경장 최진욱 관제사가 심사위원들의 평가에서 최고점을 받아 중부해경청 VTS 2분기 최우수 관제사로 선정되어 중부지방청장 표창장을 수상했다.
중부해경청 관계자는 “VTS 관제사는 해상교통의 안전을 실질적으로 책임지는 핵심 인력”이라며 “정기적인 평가와 교육을 통해 관제사들의 실무 역량을 지속적으로 높여 나가겠다”고 밝혔다.
