【브레이크뉴스 대구】진예솔 기자=대구시교육청과 경북교육청이 18일부터 21일까지 나흘간 국가비상사태에 대비한 ‘2025년 을지연습’을 실시한다.
을지연습은 매년 전국 단위로 시행되는 비상 대비 훈련으로, 전시나 이에 준하는 국가비상사태 발생 시 국민의 생명과 재산을 보호하기 위한 국가적 차원의 훈련이다.
대구시교육청은 산하 26개 기관, 1,300여 명이 참여해 주·야간 전시종합상황실을 운영하며 북한의 다양한 도발 형태에 대응할 수 있는 전시 교육계획과 공무원 임무 수행 능력을 검증한다.
첫날에는 비상소집과 최초 상황 보고를 시작으로 전시 직제 편성 훈련이 진행되며, 학교 재배치 훈련과 예비소산시설 이동훈련 등 실제 전시 상황을 가정한 훈련이 이어진다.
20일에는 전국적으로 실시되는 공습대비 민방위 훈련에 전 기관이 참여해 대피 요령과 행동 수칙을 숙지한다.

경북교육청 역시 본청과 교육지원청, 직속기관 등 전 기관이 참여해 충무 시설과 실제 현장에서 훈련을 펼친다.
첫날에는 전시 직제 편성과 전산망 마비 대응 훈련이 실시되며, 이후 복합 상황 메시지 훈련, 기관장 주재 전시 현안 토의, 민방공 대피 훈련, 원전 인근 학생 보호 훈련 등이 이어진다.
특히 러시아-우크라이나 전쟁 사례를 분석해 교육이 지속될 수 있는 방안을 검토하는 등 실질적 대응 체계를 강화하는 데 중점을 뒀다.
또한 학부모 대표와 학교운영위원장 협의회장단을 초청해 안보 교육과 충무 시설 견학을 진행하며, 외부 시민 관찰단을 운영해 훈련 과정을 투명하게 공개했다. 이는 지역사회와 함께하는 안보 의식 확산에도 기여할 것으로 기대된다.
강은희 대구시교육감은 “전시에도 학생들의 학습권이 보장될 수 있도록 비상대비 체계를 점검하고 직원들의 대응 역량을 높이겠다”고 강조했다.
임종식 경북교육감은 “을지연습은 우리의 안전과 평화를 지키는 핵심”이라며 “변화하는 안보 환경에 맞춘 실질적 훈련으로 학생 보호와 교육 기능 유지에 만전을 기하겠다”고 말했다.

Furthermore, parent representatives and school management committee chairpersons were invited to provide security education and tours of the Chungmu facility. Daegu Metropolitan Superintendent of Education Kang Eun-hee emphasized, "We will review our emergency preparedness system and enhance the response capabilities of our staff to ensure that students' right to education is guaranteed even in wartime."
Gyeongbuk Superintendent of Education Lim Jong-sik said, “The Ulchi exercise is key to protecting our safety and peace,” and added, “We will do our utmost to protect students and maintain educational functions through practical training tailored to the changing security environment.”
