【브레이크뉴스 경북】진예솔 기자=경북교육청(교육감 임종식)이 ‘2025 경북 특수교육전문가 국외연수’를 성공적으로 마쳤다고 21일 밝혔다.
지난 10일부터 17일까지 독일과 체코에서 진행된 연수에는 도내 특수학급 및 특수학교 교원 14명과 도교육청 인솔단 1명이 참여했다.
연수단은 체코 프라하 국립교육연구원, 독일 드레스덴과 바이마르의 특수학교, 베를린 특수교육지원센터 등을 방문했다. 이곳에서 장애학생 맞춤형 교육과정, 진로·직업교육, 통합교육 운영 방식, 장애인 고용 및 사회참여 지원 정책을 집중적으로 탐구했다.
특히 바이마르의 ‘요하네스 란덴베르거 슐레(Johannes Landenberger Schule)’는 다양한 장애 유형별 맞춤형 교육과정을 운영하며 학생들이 지역사회와 연계해 자립할 수 있도록 돕는 체계적인 모델으로 연수단의 큰 관심을 끌었다.
독일·체코 특수교육 관계자와의 간담회도 열렸다. 양측은 정책과 교육 현장의 차이를 공유하고, 학생 교류·교원 연수·교육자료 공유 등 협력 방안까지 논의했다.
드레스덴의 Implus Dresden 특수학교 관계자는 “경북교육청과 교류를 지속하고 협력 사업을 확대하기를 바란다”고 밝혀 향후 협력 가능성을 열었다.
참가 교원들은 “현지 특수학교에서는 학생 개인의 삶의 질을 최우선 가치로 삼고 있었다”며 “경북에서도 학생 중심, 맞춤형 지원 체계를 강화해야 한다는 확신을 얻었다”고 입을 모았다.
연수단은 귀국 후 성과보고회를 열어 이번에 확인한 정책과 사례를 분석하고, 특수학교 설립 확대, 특수교육지원센터 강화, 직업교육과 고용 연계, 교원 전문성 강화 연수 확대 등 구체적 과제를 추진할 예정이다.
임종식 교육감은 “이번 연수는 특수교육 교원의 국제적 전문성을 높이고, 학생과 학부모가 모두 만족할 수 있는 특수교육의 미래를 준비하는 계기”라며 “장애학생들이 차별 없이 행복한 배움을 누릴 수 있도록 정책을 강화하겠다”고 말했다.

A meeting with German and Czech special education officials was also held. The two sides shared differences in policy and educational practices and discussed cooperation measures such as student exchange, teacher training, and sharing of educational materials.
An official from Implus Dresden Special Education School in Dresden stated, "We hope to continue our exchanges with the Gyeongbuk Office of Education and expand our collaborative projects," opening up the possibility of future collaboration.
Participating teachers agreed, saying, "Local special education schools prioritize the quality of life of individual students," and added, "We have gained the conviction that Gyeongbuk also needs to strengthen its student-centered, customized support system."
Upon their return, the training team will hold a performance briefing to analyze the policies and practices identified during the training. They will then pursue specific initiatives, including expanding the establishment of special education schools, strengthening special education support centers, linking vocational education and employment, and expanding teacher professional development training.
Superintendent Lim Jong-sik stated, "This training program will enhance the international expertise of special education teachers and prepare for a future in special education that satisfies both students and parents. We will strengthen policies to ensure that students with disabilities can enjoy learning without discrimination."
