푸틴 대통령이 젤렌스키를 임기가 끝난 불법 대통령으로 여겨 어떠한 협상도 그와는 하지 않겠다고 했는데 왜 자꾸 한국 언론들은 억지 주장을 해대며 푸틴-젤렌스키의 정상회담으로 몰고 가는 것일까? 푸틴이 젤렌스키를 우크라이나 대통령으로 보지 않는다니까? 푸틴 대통령이 지목하는 우크라이나 협상자는 최고 라다의 의장인 루슬란 스테판추크(Руслан Стефанчук)이다. 그와 만나는 것 아니면 푸틴 대통령이나 라브로프 외무장관도 젤렌스키를 만날 의항이 없다.
그리고 러시아 내무부는 작년 5월 4일 경찰 데이터베이스에 '1978년 1월 25일 크리프이 리에서 태어난 블라디미르 알렉산드로비치 젤렌스키는 러시아 연방 형법 조항에 따라 수배 중(Владимир Александрович Зеленский, родившийся 25 января 1978 года в селе Крыпили, разыскивается по статьям Уголовного кодекса Российской Федерации.)'이라고 올렸다.

젤렌스키는 임기 5년이 지났음에도 불구하고 여전히 대통령 행세를 하고 있다. 90일씩 연장하고 있는 계엄령으로 인해 후임 대통령을 뽑는 선거를 치르지 않았기 때문이다. 현재 전망으로 볼 때 어떤 식으로든 그는 전쟁이 종식될 때까지 물러나지 않을 것으로 보여 진다. 그런데 우크라이나 헌법은 대통령의 임기를 5년으로 하고, 임기 5년차 3월 마지막 주 일요일에 대선을 치르도록 규정하고 있으며 5월 20일까지 모든 인선을 후임 당선자에게 인수하고 퇴진하는 것으로 되어 있다. 여기에 예외 규정이라는 자체도 없고, 임기를 연장하는 것에 대한 조항은 아예 두지 않았다.
이와 같은 특이한 조치는 우크라이나의 부정부패로 인한 행정권 혼란 때문에 중임은 있을 수 없다고 페트로 포르셴코가 2014년 유로마이단 이후, 개헌하면서 새로운 임기안을 도입했기 때문이다. 젤렌스키는 작년 5월에 임기가 끝나도 개헌하지 않은 상태에서 계엄령으로 대통령 직을 유지하고 있는데 이는 명백한 위헌이다. 그리고 이를 작년에 트럼프조차도 이를 이미 위헌이라 지적했었다. 우크라이나 헌법 어디를 봐도 계엄령을 연장하면 임기를 연장한다는 내용은 없다. 다만 계엄령이 발동되고 있을 때 선거가 연기된다는 내용은 있어도 그것이 임기 연장이라는 것을 의미하지 않는다.
이 말은 선거를 치뤄야 한다는 얘기다. 이미 작년 5월에 임기 끝났는데 계엄령을 핑계로 1년이 넘도록 선거를 미루고 있는 것이다. 이거 민주적인 우크라이나 헌법을 완전히 위배한 것이다. 우크라이나 내에서 위법으로 그가 임기를 연장하며 대통령이라면서 지키고 있는데 그걸 남의 나라가 인정한다 만다 할 수 없다. 미국도 그의 임기 연장에 별다른 이의를 제기하지 않고 있는데 이런 것이 진정한 자유민주주의 국가인지 묻고 싶어진다. 자유 민주주의를 위해서 법도 어기는 자가 대통령을 하고 있는데 이걸 자유 민주주의라 할 수 있나?

There's Zero Chance of a Summit Between Russia's Putin and Ukraine's Zelensky!

Why do Korean media outlets keep making far-fetched claims and pushing for a Putin-Zelensky summit? Putin doesn't consider Zelensky the Ukrainian president, does he? The Ukrainian negotiator Putin is targeting is Ruslan Stepanchuk, chairman of the Supreme Rada. Without him, neither Putin nor Foreign Minister Lavrov have any intention of meeting Zelensky.
And on May 4th of last year, the Russian Ministry of Internal Affairs entered in the police database: "Vladimir Aleksandrovich Zelensky, born January 25, 1978 in Kryvyi Rih, is wanted under the articles of the Criminal Code of the Russian Federation." This means that if a criminal case is filed and a warrant is issued, an arrest warrant will be issued after May 20th, the date when the Ukrainian constitutional term expires. Until then, a summit with Ukraine cannot take place.
