【브레이크뉴스 대구】진예솔 기자=남북 간 철도·도로 연결 인프라 구축 지원을 위한 비공개 예산이 3배 증액된 것으로 나타났다.
국민의힘 송언석 원내대표가 통일부로부터 제출받은 2026년 예산안 설명자료에 따르면, 통일부는 내년도 남북협력기금 사업 중 '경제협력사업' 예산을 1789억원으로 올해 605억원 대비 1184억원 증액해 국회에 제출했다.
'경제협력사업'은 남북 합의를 통해 철도·도로 연결 인프라를 구축하거나, 정부가 추진하는 남북 교류협력기반 조성사업에 드는 비용을 무상 지원하는 사업이다.
최근 9년간 편성된 경제협력사업 예산 1조 5005억원 중 집행된 예산은 217억원으로 집행률이 1.4%에 그쳤다.
하지만 통일부는 해당 사업의 예산 편성 및 집행 내용을 공개하지 않고 있다. 송언석 의원실이 국정감사 준비를 위해 해당 사업의 내년도 예산 편성 세부내용을 요구했지만, 통일부는 "대북협상에 앞서 우리 측 전략을 노출될 우려가 있다"는 이유로 자료제출을 거부했다.
지난해 북한이 경의선과 동해선 남북 연결도로와 철도를 폭파, 철거한 정황이 포착된 바 있다. 해당 도로와 철도는 과거 김대중·노무현 정부가 북한 당국에 현물 차관을 제공해 건설했다. 북한은 우리 국민 세금을 통해 도로와 철도를 건설한 후 다시 파괴한 것이다. 더욱이 북한은 당시 빌려간 자금의 원금은커녕 이자조차 갚지 않고 있는 상황이다.
송언석 원내대표는 "그동안 집행도 못한 북한 연결도로와 철도 건설 예산을 대폭 증액해 편성해 놓고 세부내용은 공개하지 않고 있다"며 "해당 사업의 세부내용 관련 자료를 제출하지 않는다면 지난해 대통령실, 검찰 특활비와 마찬가지로 전액 삭감해야 한다"고 말했다. 덧붙여 "예산 편성 및 집행 내역을 공개할 수 있도록 제도 개선을 추진하겠다"고 밝혔다.

The undisclosed budget for the construction of inter-Korean railway and road infrastructure has been tripled.

Song Eon-seok's office requested details of next year's budget allocation for the project in preparation for the parliamentary audit, but the Ministry of Unification refused to submit the data, citing concerns that it could expose South Korea's strategy ahead of inter-Korean negotiations.
Last year, evidence emerged that North Korea had blown up and demolished the Gyeongui and Donghae Line inter-Korean roads and railways. These roads and railways were built by the Kim Dae-jung and Roh Moo-hyun administrations through in-kind loans to North Korea. North Korea built them with South Korean taxpayer money and then destroyed them again. Furthermore, North Korea has not repaid the principal, let alone the interest, of the loans.
Floor leader Song Eon-seok stated, "They have significantly increased the budget for the construction of roads and railways connecting North Korea, which has not yet been implemented, yet they have not disclosed the details.
