복구에는 평균 33시간 40분이 걸렸다. 하루 24시간을 훌쩍 넘기는 시간이다. 일별 예보보다 긴 시간 동안 관측에 구멍이 뚫리는 셈이다.
640대 중 한 번도 고장이 나지 않은 장비는 283대에 불과했다. 44%만이 정상 작동한 것이다. 2회 이상 고장이 난 장비는 모두 141대로, 일부 장비에서 고장이 되풀이되는 심각한 문제가 드러났다.
기상청은 "자동기상관측장비가 야외에 설치돼 있어 날씨에 따라 고장이 불가피하다"는 입장이다.
김형동 의원은 "야외 노출은 이미 전제된 운영 조건으로, 이를 이유로 든 것은 변명에 불과하다"며 "국가 기상정보의 신뢰를 확보해야 할 기관이 현장 접근성 탓을 하는 것은 국민 안전에 대한 책임 회피"라고 비판했다.
이어 "기후위기 시대에 기상데이터의 정확성과 빠른 제공은 재난 대응의 출발점이자 국민 안전과 직결된 문제"라며 "기상청은 단순한 장비 교체에 그칠 것이 아니라, 빅데이터 기반의 사전 예측·진단 체계를 만들어 고장 발생 자체를 줄이는 근본적 관리 개선에 나서야 한다"고 강조했다.

The KMA should not simply replace equipment, but rather establish a big data-based preemptive prediction and diagnosis system to fundamentally improve management and reduce malfunctions."
