김 대변인은 “그 사이 유가족과 생존 피해자들이 사실 왜곡과 조롱, 혐오, 신상공개 시도 등 2차·3차 가해에 노출돼 왔다”며 “진실을 이념의 문제로 호도하고 악성 허위를 유포하는 행태는 피해 회복을 가로막는 또 다른 가해”라고 비판했다.
또한 그는 “최근 정부 합동감사 결과, 참사의 원인이 사전 대비 미흡과 총체적 부실 대응에서 비롯된 것이 다시 확인됐다”며 “말이 아니라 실행이 필요하다. 진상규명 결과의 전면 공개, 책임자에 대한 구체적 징계, 재발방지 조치의 법·제도화를 종합적으로 추진해야 한다”고 강조했다.
이어 “재발방지는 기술과 운영체계의 결합이어야 한다”며 “대규모 밀집행사 위험평가 의무화, 인파 관리 상시 컨트롤타워 구축, 현장 지휘 일원화, 대피 동선 및 장비 기준의 표준화, 신고–출동–조치의 골든타임 프로토콜 법제화가 필요하다”고 제안했다.
김 대변인은 “피해 지원은 의료, 심리, 생계, 법률을 아우르는 상시 제도로 고도화해야 하며, 모욕·혐오 및 허위정보에 대해서는 무관용 원칙과 신속한 차단·구제가 적용돼야 한다”고 덧붙였다.
특히 그는 “경북에는 유일한 희생자가 안동에 있다”며 “더불어민주당 경북도당은 참사 3주기를 맞아 희생자를 깊이 추모하고, 안전을 국가의 첫 번째 약속으로 되돌리기 위해 중앙의 대책이 지역 현장에서 실질적으로 작동하도록 끝까지 함께하겠다”고 밝혔다.

Spokesperson Kim added, "Victim support must be upgraded to a permanent system encompassing medical, psychological, livelihood, and legal support. Zero tolerance, swift blocking, and relief measures must be applied to insults, hate speech, and false information."
He specifically stated, "In Gyeongbuk, the only victim is in Andong." He added, "On the third anniversary of the disaster, the Gyeongbuk Provincial Chapter of the Democratic Party of Korea deeply mourns the victims.
