경기도의회 최효숙 의원(더불어민주당, 비례)이 지난 11월 24일 열린 ‘경기도의회 여성가족평생교육위원회 2026년도 경기도 예산안’ 심사에서 여성가족국의 핵심 필수사업 예산이 대거 삭감되거나 전액 미반영된 점을 두고 깊은 우려를 표했다.
최효숙 의원은 특히 ‘영유아보육법 시행규칙’과 ‘실내공기질 관리법’ 관련 예산이 법적 준수 사항임에도 ‘우선순위’라는 이유로 반영되지 않은 것은 ‘아이들의 건강권을 소홀히 한 결정’이라며 강하게 비판했다. 이어 “정부와 경기도가 법적 근거를 기반으로 지속 지원해온 예산을 하루아침에 끊는 것은 사실상 직무유기와 다름없다”고 지적했다.
또한 야간연장 어린이집 사업에 대해서도 “돌봄 강화라는 정책 목표와 달리, 지원 단가를 낮게 조정해 실제 지원 규모가 오히려 축소됐다”며 “내년에 130개소 확대를 계획하고 있는 만큼 감액이 아닌 안정적 지원체계 마련이 우선되어야 한다”고 강조했다.
아울러 여성가족국이 취약계층 지원을 담당하는 부서임에도 ‘결식아동 급식비’ 120억 원이 미반영되고, 다함께돌봄센터 ‘어린이 행복밥상’ 급식비 등 일부 예산이 제외된 반면 인건비·운영경비만 반영된 모순된 구조도 문제로 지적했다.
최효숙 의원은 “영유아·아동 급식은 돌봄을 보완하는 필수 공공서비스이며, 가장 취약한 아동에게 우선적으로 보장돼야 한다”며, “이번 미반영은 어른들이 책임져야 할 기본 의무를 외면한 결정”이라고 비판했다.
이와 함께 1인가구 기회밥상 사업의 일몰에 대해서도 “비록 5천만 원 규모의 작은 예산이지만, 취약 1인가구의 삶에 실질적 변화를 만든 대표적 저비용·고효율 복지사업”이라며 “사각지대 최소화를 위해 사업 지속 방안을 마련해야 한다”고 강조했다.
