안양시의회 음경택 의원, 난독증 청소년 지원사업 실효성 문제 제기

안양시의회 음경택 의원(국민의힘, 안양사)이 지난 12월 5일 열린 제307회 제2차 정례회 2026년도 예산안 예비심사에서 안양시 교육청소년과를 상대로 난독증 청소년 지원사업의 실효성에 의문을 제기하며 개선 방안을 촉구했다.

안양시가 제출한 2026년도 난독증 청소년 지원사업 예산은 전년도와 동일한 6천3백만원이다. 안양시는 지난해 해당 예산으로 학교 협조를 통해 난독증 의심 청소년 25명을 대상으로 24주간 주 1회 프로그램을 운영했다.

음경택 의원은 앞서 지난 11월 26일 행정사무감사에서도 현재 운영 중인 난독증 지원 프로그램이 치료 효과 측면에서 한계가 있다는 전문가 의견과 서울시 등의 사례를 근거로 사업 실효성에 문제를 제기한 바 있다.

이날 예산안 예비심사에서도 음 의원은 “일률적인 24회 프로그램으로는 난독증 청소년에게 실질적인 도움이 되기 어렵다”며, “심층적 맞춤형 프로그램 도입과 함께 교육 횟수 확대가 필요하다”고 지적했다. 아울러 난독증의 조기 발견과 치료를 위해 전수조사 필요성도 함께 언급했다.

이에 대해 안양시는 현재 사업을 위탁 운영 중인 단체의 의견을 수렴해 교육 횟수 확대 방안을 검토하겠다고 답변했다.

음경택 의원은 “난독증 자녀를 둔 학부모의 목소리를 적극 반영해야 한다”며 “난독증은 조기에 발견해 집중적이고 맞춤형 심층 교육을 제공할 경우 충분히 개선될 수 있는 만큼, 형식적인 운영에서 벗어나 실질적인 성과지표를 높일 수 있는 개선책 마련이 필요하다”고 강조했다.

Anyang City Council Member Eum Kyung-taek (People Power Party, Anyang Branch) questioned the effectiveness of the support program for youth with dyslexia at the preliminary review of the 2026 budget at the 2nd regular session of the 307th session held on December 5th. The budget submitted by Anyang City for the 2026 support program for youth with dyslexia remains at 63 million won, the same as the previous year. He also emphasized the need for a comprehensive survey to ensure early detection and treatment of dyslexia.

In response, Anyang City responded that it would consider expanding the number of training sessions after gathering feedback from the organization currently operating the program.

Rep. Eum emphasized, "We must actively reflect the voices of parents of children with dyslexia. Dyslexia can be significantly improved through early detection and intensive, customized in-depth training. Therefore, we need to move beyond perfunctory management and develop measures that improve tangible performance indicators."
