김진경 경기도의회 의장이 침체한 시흥 거북섬 상권 문제를 해결하기 위해 ‘해양레저 활성화’ 방안을 모색하고 나섰다.
김 의장은 16일 오후 도의회 예담채에서 ‘경기도 해양레저 활성화를 위한 생활체육 기반 해양도시 전략과 실천 방안 수립 연구’ 최종보고회를 개최했다. 지난 9월부터 추진된 이번 연구용역에서는 거북섬을 ‘해양레저·생활체육의 바다’로 탈바꿈시키는 등 지역 상권 활성화를 위한 구체적 계획을 도출했다.
또 거북섬 상가 공실 문제 등 도내 해양레저 산업의 현황과 문제점을 진단하고 경기도형 해양레저 전략 방안, 경기 서해연안을 종합 해양레저권 성장 대책 등을 모색했다.
주요 연구 내용으로는 ▲생활체육 기반 해양도시 전략 수립 ▲시민체감형 해양레저 환경 조성 ▲관광·레저·상업·일자리 연계 지역경제 활성화 ▲지속가능·거버넌스 기반 해양도시 추진체계 구축 ▲시흥·화성·안산 등 지자체별 맞춤형 해양레저 모델 ▲해양레저 관련 조례 제·개정(안) 제시 등이 있다. 이번 연구 결과는 ‘경기도 해양레저 관광 산업 발전 지원을 위한 조례안’ 입법을 위한 기초자료로 활용될 예정이다.
김 의장은 “그동안 경기 바다는 잠시 스쳐 가는 관광지에 머물렀지만 이제는 도민 누구나 즐길 수 있는 ‘생활체육의 바다’가 돼야 하고 그 활력이 지역 상권과 일자리로 연결되는 ‘기회의 바다’가 돼야 한다”고 강조했다.
이어 “이번 연구는 해양레저가 특정 계층만의 활동이 아니며 생활체육 영역으로 확장할 수 있다는 점, 여기에 도시 전략과 지역경제로 이어지는 해양레저의 현실적 방향을 제시했다는 점에서 큰 의미가 있다”고 설명했다.
김 의장은 “도의회는 이번 연구를 나침반 삼아 도민이 체감할 해양레저 정책이 자리 잡고 도가 국제적인 해양레저 관광 허브도 도약하도록 최선을 다하겠다”고 덧붙였다.

Gyeonggi Provincial Council Speaker Kim Jin-kyung has launched a plan to "revitalize marine leisure" to address the stagnant commercial district of Geobuk Island in Siheung.

Chairman Kim added, “Using this research as a compass, the provincial council will do its best to establish marine leisure policies that residents can feel and to help the province leap forward as an international marine leisure tourism hub.”
