의성군은 이번 사업 선정을 통해 마늘 재배단지를 중심으로 통합형 노지 스마트농업 모델을 구축하고, 생산부터 유통까지 이어지는 디지털 농업 전환을 본격 추진할 계획이라고 밝혔다.
‘노지 스마트농업 육성지구’ 사업은 주요 밭작물 주산지를 중심으로 전국 5개 지구를 선정해 약 500ha 규모의 대규모 스마트농업 육성단지를 조성하는 사업이다. 경상권에서는 의성군이 유일하게 마늘 품목으로 선정됐다.
의성군은 2026년부터 2028년까지 3년간 총 95억 원을 투입해 9개 읍·면 523ha 규모의 스마트농업 육성단지를 조성할 계획이다. 생산지구 423ha와 기존 시범지구 98ha를 연계해 단계적으로 확대하고, 농업용수 기반 보완과 통신망 구축, 스마트 솔루션 도입을 병행한다는 방침이다.
주요 사업 내용은 ▲토양·기상 데이터 기반 스마트 관수 시스템 구축 ▲저온·가뭄 등 기상재해 예찰 ▲위성·센서를 활용한 작물 생육 진단 ▲드론 기반 공동 방제 ▲파종부터 수확까지 이어지는 기계화 체계 구축 등이다. 단순한 장비 지원을 넘어 데이터 기반 영농 의사결정 체계를 구축하는 데 초점을 맞춘 것이 특징이다.
사업 추진 과정에서는 의성군과 의성마늘생산자연합회, 비바엔에스 컨소시엄이 협력해 사업을 공동 추진한다. 또 스마트 농산물산지유통센터(APC)와 연계한 유통체계 구축, 저온저장 및 가공시설 고도화 등 전·후방 산업과의 연계 거점화도 단계적으로 추진할 계획이다.
앞서 실시된 공모사업 사전 수요조사에서는 400여 농가가 참여 의사를 밝히는 등 현장의 관심도 높은 것으로 나타났다.
의성군은 2026년 상반기 내 세부 기본계획을 수립하고, 기반시설 확충과 함께 농업인의 디지털 역량 강화 교육을 병행해 사업 효과를 높일 방침이다.
김주수 의성군수는 “총사업비 245억 원 규모의 노지 스마트농업 시범사업을 시작으로 의성 마늘 스마트농업 기반을 단계적으로 구축해 왔다”며 “이번 육성지구 지정으로 의성형 노지 스마트농업이 완성 단계에 이를 것으로 기대한다”고 말했다.
이어 “농가가 체감할 수 있는 생산성 향상과 소득 증대를 실현해 대한민국 노지 스마트농업의 대표 모델로 자리매김하도록 하겠다”고 밝혔다.
한편 이번 육성지구 지정은 기후위기와 농촌 고령화에 대응하기 위한 현장 중심 디지털 농업 전환의 출발점으로, 안정적인 농산물 공급과 지역 농업 경쟁력 강화에 중요한 전환점이 될 것으로 기대된다.

The 'Open-Field Smart Agriculture Development Zone' project selects five districts nationwide, focusing on major field crop production areas, to create large-scale smart agriculture development zones spanning approximately 500 hectares. Uiseong County is the only county in the Gyeongsang region to be selected for garlic.
Uiseong County plans to invest a total of KRW 9.5 billion over three years, from 2026 to 2028, to create a smart agriculture development zone spanning 523 hectares across nine townships and townships. The project will gradually expand by linking the 423-ha production area with the existing 98-ha pilot area, while simultaneously improving agricultural water infrastructure, establishing a communications network, and introducing smart solutions.
