【브레이크뉴스 울진】이우근 기자= 경북도가 감사원의 월성1호기 조기폐쇄 감사결과에 따른 대응전략 실행에 나선다.
이를위해 경북도는 지난 17일 환동해본부에서 경주시.울진군 원자력 담당자들과 지난달 21일 대응전략 마련에 이어 실행계획 추진을 위해 비상대응단 2차 회의를 개최했다.
이날 회의에서는 에너지전환 정책으로 경주와 울진이 피해를 입은 만큼 이에 상응하는 정부의 재정지원 대책 및 국책사업 발굴 등을 안건으로 심도 깊은 논의를 했다
먼저 기저전력 및 저탄소 에너지원으로서 중요성이 다시 부각되는 원자력의 지속적인 운영을 위해 정부에 운영허가 및 건설재개를 건의하기로 했다.
지난 13일 제128회 원자력안전위원회 전체회의에서 신한울 1호기 운영허가를 12월중 다시 심의하기로 함에 따라 도와 울진군에서는 운영허가를 지속적으로 건의할 계획이다.
또한 신한울 3.4호기 건설재개는 20일 한수원 부사장과 울진군수, 울진 범군민대책 위원회 간 면담 결과에 따라 제9차 국가전력수급계획 반영 건의 등을 포함한 대응방향을 논의하기로 했다.
그리고 월성 2.3.4호기 및 한울 1.2호기의 설계수명 만료기간(2026 ~ 2029)이 다가오는 만큼 경제성 평가 등을 위한 연구용역을 통해 원전의 지속운영 대책을 마련할 예정이다.
특히, 원전 조기폐쇄에 따른 피해보상 특별법 제정 및 지역세수 확보를 위해 노력하기로 했다.
지난 6월 원자력발전소 가동 중단에 따른 피해조사 및 보상에 관한 특별법 및 사용후 핵연료에 과세할 지방세법이 발의되어 현재 국회에 계류 중인 만큼 도, 경주, 울진이 공동으로 지역 및 원전소재 국회의원들을 방문해 관련법이 조속히 제.개정 될 수 있도록 요구하기로 했다.
이와 더불어 지난 14일 정세균 국무총리의 경주 방문 시 건의한 중.저준위 방사성 폐기물 지원수수료 인상(63만원→151만원) 추진을 위해 도와 경주시가 공동으로 산업부에 건의할 방침이다.
또한, 원전대응 국책사업 건의 및 원전소재 국가산단 조성, 원전 공공기관 유치 등을 위해 머리를 맞댔다.
우선 울진에서 수소생산 및 재생에너지 수소생산 실증을 위해 추진 중인 대규모 수소생산단지 조성사업을 지역 국회의원, 관계기관을 방문해 사업의 필요성 등을 설명하기로 했다.
아울러 1원전소재 시군 1 국가산단을 조성하기로 하고 원전소재 광역협의회를 통해 건의문 채택을 협의 후 이를 바탕으로 내년에 시.도가 정부에 건의할 예정이다.
또한, 경북도는 원자력이 가장 많이 밀접되어 있고 한수원, 한국전력기술 등 관련 공공기관이 이전한 지역으로서 기관 간 빠른 협업을 이룰 수 있는 장점을 내세워 원자력 안전의 컨트롤타워인 원자력안전위원회를 지역에 유치하기 위한 당위성을 모색하기로 했다.
김한수 동해안전략산업국장은 “에너지 전환정책으로 지역산업과 경제의 근간인 원자력이 위기를 맞고 있다”며, “이번 월성1호기 조기폐쇄 감사를 계기로 원자력산업이 지역의 성장 동력이 되도록 노력하겠다”고 말했다.
