한국의 일간 신문들은 정치권의 이념대결 선봉장으로 활동해온 감이 있다. 중앙 일간신문들의 발행 논조를 보면, 보수(保守) 대 진보(進步)로 나뉘어져 있다. 조선일보-중앙일보-동아일보 대(對) 한겨레신문-경향신문으로, 이념적 논노(論調)가 양분되어온 감이 있다.
한국 정치는 박정희-전두환-노태우 장군출신들이 정치를 장악했을 때와, 그 이후의 정치적 현상으로 인해 보수논조의 신문들이 득세해 왔다. 그러나 진보정치 체제라 할수 있는 김대중-노무현 전 정권과 문재인 현 정권이 진보 노선의 정권으로 알려져 있다. 이에 따라 언론들도 보수와 진보로 나뉘어져 피 튕기는 대결을 해오고 있다.
그런데 한국 정치는 노태우 정권을 기점으로 10년 교차집권이 정착했다. 노태우-김영삼 10년, 김대중-노무현 10년, 이명박-박근혜(말기 탄핵) 9년, 그 이후 현재 문재인 정권으로 들어와 있다. 이와같이 10년 교차집권, 즉 수평적 정권교체 국가로 이어져왔다. 과거, 박정희 18년 6개월-전두환 7년 등 장기집권 국가가 결코 아니다. 언론이 논조에 기대 정부로부터 단물을 빨아대는 시대는 이미 지났다. 시대는 이렇게, 엄연하게, 10년 교차정권으로 변환(變換)되었는데도, 중앙 일간지들은 중도언론으로의 논조변환이 이뤄지지 않고, 좌-우 편중, 보수-진보형 논조(색깔)가 이어지고 있다.
그런데 최근 일간신문들 내부에서, 전례에 없었던 논조 혁신(革新)이 일어나고 있다. 한겨레 신문 기자 41명은 지난 1월26일 집단성명을 발표, 내부의 논조편향 문제를 공론화 했다. 단합한 기자들은 성명에서 “‘성역’ 없이 비판의 칼날을 세웠던 한겨레신문은 조국 사태 이후 ‘권력’을 검증하고 비판하는 데 점점 무뎌지고 있다”면서 “국장단의 어설픈 감싸기와 모호한 판단으로 ‘좋은 저널리즘’의 가치가 훼손되고 있다”고 천명했다. 이들은 집단성명을 통해 “청와대나 법무부 관련 의혹 취재는 가장 늦게 시작했으며 결국 빈손으로 빠져나오기 일쑤였다. 최근에는 한발 늦은 취재를 넘어 이용구 법무부 차관의 운전 중 폭행을 감싸는 기사를 썼다가 오보 사태를 맞이하기도 했다”면서 “이런 일들이 결국 현장에서 무기력을 넘어서 열패감을 느끼게 하고 있다”고 하소연 했다.
또한 “문재인 정권의 법무부에 유독 관대했다”고 밝힌 뒤 “지난해 11월25일자 '윤석열 새 혐의…‘양승태 문건’으로 조국 재판부 성향 뒷조사' 기사를 두고 '추미애 장관의 틀린 주장을 그대로 담았다. 사실이 아니라는 것이 밝혀졌는데도 한겨레는 침묵했다”고 비판했다. 아울러 “이용구 차관 관련 검찰 수사지침 ‘목적지 도달 뒤엔 운행 중 아니다’” 보도에 대해서도 “무리한 편들기가 오보로 이어졌다”고 꼬집었다. 이 집단성명에 사인한 기자들은 “사회부 데스크와 국장단에 사과와 재발 방지책”을 요구했다. “한겨레 신문의 법조 보도가 정부·여당 편향적“이라는 뼈아픈 지적이었다.
한겨레신문 내부의 편향성 논란에 대해 정치권이 동조(同調)하고 나섰다. 주호영 국민의힘 원내대표는 1월28일 오전에 열린 당 비상대책위원회 회의에서 “한겨레신문 기자들의 양심선언이 참으로 놀랍다. ‘법무부 기관지’, ‘추미애 나팔수’라는 비아냥을 듣고 싶지 않다던 일선기자들의 용기에 비로소 추미애 검찰-언론 간 유착의 한 꺼풀들이 벗겨지고 있다. 한겨레신문은 이미 김학의 전 차관 긴급 출국금지를 실제상황이 벌어지기 20분 전에 단독 보도하는 특종을 함으로써 검찰-언론유착의 논란에 휩싸인 바 있다. 여기에 더해서 추미애 법무부 장관 라인 검사가 건넨 사실관계가 틀린 자료를 그대로 ‘이용구 봐주기’ 기사를 실었다가 오보 사태를 맞이했다는 취재기자들의 고백으로 한겨레신문이 과연 제대로 된 언론인지, 검찰-언론유착의 검은 실체를 가진 언론인지 지적하지 않을 수 없다”고 따지면서 “자료를 건넨 추미애 법무장관 라인의 검사로 지목된 이종근 검사장은 진실을 고백하고 스스로 책임지기를 바란다. 그리고 한겨레신문뿐만 아니라 또 얼마나 많은 언론에서 추미애 법무장관 라인 검찰-언론 간 유착이 작동해왔는지 비단 이용구와 김학의 보도뿐만 아니라 더 많은 보도에서도 정치적 편향성이 작용해 왔는지 낱낱이 밝혀야 할 것”이라고 강조했다.
이어 “그렇지 않아도 이 정권은 드루킹 여론조작의 추악한 검은 그림자가 어른거리고 있는 정권이다. 진실을 왜곡하고 은폐하는 검찬-언론 간 유착은 사실관계와 여론만 조작하는 것이 아니라 민주주의를 훼손하는 반국가적, 반사회적 범죄행위”라면서 “추미애 전 장관과 이종근 검사장은 추 라인 검찬-언론 유착의 실체를 스스로 밝히고 책임져야 할 것이다. 만약 이 점이 제대로 규명되지 않는다면 우리 국민의힘은 검찰-언론유착 청문회와 국정조사를 검토하겠다”고 밝혔다.
언론사 내부에서의 '편향성 논조'라는 지적은 한겨레신문 일부 기자들의 용기 있는 첫 선언으로, 주목의 대상이다. 이미 여러 중앙 일간신문들은 보수와 진보라는 양 진영으로 나뉘어 치열한 언론전쟁을 벌여왔었다. 한겨레신문 법조-사회 전담 기자들의 용기 있는 문제점 선언은 이후, 여러 매체 사(社)로 파급될 수 있음직 하다.
종국적으로 모든 언론은 중도(中道)여야 한다는 점에서 중앙 일간 신문들은 편향 논조의 조정이 필요하다. 그러하지 않다면, 편향성향의 기사생산은 멈추지 않을 것이다. 구독자는 현명하다. 결코, 편향논조만을 따라가는 노예가 아닐 것이다. 언론들의 스스로 편향성 논조를 극복 하는 노력이 필요한 시대이다. 한겨레신문사 일부 기자들의 용기 있는 내부고발과 이에 따른 합리적인 치유를 기대한다. 이 신문처럼, 타 매체들도 자정(自淨)하는 기회를 만들어 갔으면 한다. moonilsuk@naver.com

Some reporters in the Hankyoreh Newspaper pointed out the biased tone "It's a great job!"

There is a sense that Korean daily newspapers have been active as the vanguard of ideological confrontation in the political world. When looking at the tone of publication of the central daily newspapers, it is divided into conservative versus progressive (進步). The Chosun Ilbo-JoongAng Ilbo-Dong-A Ilbo, the Hankyoreh Shinmun and the Kyunghyang Shinmun, there is a sense that ideological nonno has been divided.
In Korean politics, newspapers of conservative theory have dominated the politics of generals Park Jeong-hee, Chun Doo-hwan, and Roh Tae-woo, and due to the political phenomena that followed. However, the former regime of Kim Dae-jung and Roh Moo-hyun and the current regime of Moon Jae-in, which can be called progressive political systems, are known as the regimes of the progressive line. Accordingly, the media have been divided into conservative and progressive, and have been fighting bloody battles.
However, in Korean politics, the Roh Tae-woo regime settled for 10 years. Roh Tae-woo-Kim Young-sam 10 years, Kim Dae-jung-Ro Moo-hyun 10 years, Lee Myung-bak-Park Geun-hye (late impeachment) 9 years, and after that, he has entered the Moon Jae-in regime. As such, it has been led to a 10-year cross-investment, that is, a horizontal regime change state. In the past, it is by no means a long-term state in power, such as Park Jeong-hee 18 years and 6 months – Chun Doo-hwan 7 years. The time when the media is drinking sweet water from the government is already over. Even though the era has been transformed into a 10-year crossover regime like this, the central daily newspapers do not change their tone to the middle press, and the left-right bias, conservative-progressive tone (color) continues.
However, in the daily newspapers, an unprecedented tone innovation is taking place. 41 reporters from the Hankyoreh newspaper released a collective statement on January 26 to publicize the issue of internal tone bias. In a statement, the united reporters said, “The Hankyoreh Newspaper, which built the blade of criticism without'sanctuary', is becoming increasingly dull in verifying and criticizing'power' after the motherland crisis.” The value of is being damaged.” They said in a collective statement, “The report on suspicions related to the Blue House and the Ministry of Justice started the latest, and in the end, they were often left empty-handed. Political circles began to agree on the controversy over bias within the Hankyoreh newspaper. In the morning of January 28, Ho-Young Joo, the representative of the People's Power, said at the party's Emergency Response Committee meeting, “The reporters of the Hankyoreh's declaration of conscience is truly amazing. The courage of frontline reporters who didn't want to hear the ‘Ministry of Justice agency’ and “Chu Mi-ae's trumpet number” is finally removing one of the cohesion between the prosecution and the media. The Hankyoreh Newspaper has already been engulfed in a controversy over the prosecution-media cohesion by scooping out the emergency ban on the former vice minister of Kim Hak-sa 20 minutes before the actual situation takes place. In addition to this, reporters confessed that the reporters said that the facts of Prosecutor Line Prosecutor Choo Mi-ae, which were inaccurate in facts, were uploaded as they were, and that they faced a misinformation. “I can't help but point out if it's a media with substance,” he said, saying, “Prosecutor Lee Jong-geun, who was designated as a prosecutor of the line of Justice Minister Chu Mi-ae who handed the data, confesses the truth and hopes to take responsibility for himself. “Even though this is not the case, this regime is a regime where the ugly black shadow of drooking public opinion manipulation is lingering. The criticism of the'biased tone' within the media is a courageous first declaration by some reporters of the Hankyoreh, and is a subject of attention. Several central daily newspapers had already waged fierce media wars divided into two camps: conservative and progressive. The courageous declaration of problems by reporters in charge of the law and society of the Hankyoreh Shinmun may spread to various media companies in the future.
In the end, all media should be in the middle, so the central daily newspapers need to adjust their bias. Otherwise, the production of biased articles will not stop. Subscribers are wise. You will never be a slave who follows only biased tone. It is an era in which the press needs to try to overcome the tone of bias by themselves. We look forward to the courageous whistleblowing of some reporters of the Hankyoreh Newspaper and a reasonable healing accordingly.
