이남수 배득종 이효 신두섭씨가 공저한 “비용편익분석”이 출간(도서출판 오래)됐다.
저자들은 서문에서 “학문은 현실에서 잘 활용될 때 비로소 생명력이 인정된다. 한국 교육의 문제점 중 하나는 개념(what)만 가르치고, 그것을 활용할 수 있는 능력(how-to)을 키워주지 않는다는 점이다. 비용편익분석도 마찬가지이다. 이론을 배웠으면, 실제로 실행할 수 있어야 한다고 생각한다. 사실 우리는 생활하면서 다양한 형태 또는 성격의 의사결정 문제에 끊임없이 직면한다. 그때마다 나름의 현명한 판단을 하지만 그 근저에는 합리적 사고의 틀인 비용편익분석이 자리하고 있음을 인식하게 된다“고 소개하고 “이 책은 여느 서적의 전통적인 구성과는 달리 제1부에서 개념 소개에 앞서 엑셀로써 비용편익분석의 다양한 사례를 학습한다. 그만큼 연습과 실습을 중요시한다는 의미를 담고 있다. 제2부는 유럽연합위원회에서 발간한「비용편익분석 가이드」를 근간으로 일반적인 원칙(제1장)을 위시하여 주요 분석사례(제2~4장)를 설명한다. 유럽연합의 환경·에너지·수송(교통)부분에서의 로드맵 제시와 그에 따른 비용편익분석이 그것이다. 그리고 제3부는 규제관리에 관한 사항을 서술한다”고 알렸다.
이어 “구체적으로 제2부 제1장은‘재무 분석을 포함한’ 비용편익분석의 전체 과정(절차)을 해당 이론과 함께 설명하고 제2~4장은 상기 세 분야 공공투자사업을 수요분석·대안 분석 등 이론적·실무적 배경과 경제 분석 및 위험분석을 일관된 틀(frame)로써 설명한다. 제3부는 비용편익분석 기법이 적용되는 규제영향분석의 일반적 절차와 사례를 보여주고 그에 따른 합리적인 규제관리방안을 제시한다. 비용편익분석이라는 동일 주제를 분석하였으므로 개념 및 용어에 대한 설명에 있어 중복 또는 보완적 부분도 존재한다. 이 책은 내용을 오랫동안 구상해 왔고 제1부의 엑셀 연습을 통해 실제 수업에서 적용도 많이 해왔지만, 공저(共著)하신 분들이 없었으면 전체를 완성하지 못했을 것이다. 후반부(2부와 3부)를 꼼꼼하게 집필해주신 이남수 박사님, 그리고 비용편익분석 실무 경험(엑셀)을 추가해주신 한국지방행정연구원의 이효 박사님과 신두섭 박사님께 감사의 말씀을 올린다. 특히, 30여 년 전에 백면서생(白面書生)이던 필자가 대학교수로 부임하던 때부터 지금까지 내 책을 쭉 출간해주신 황인욱 대표님은 큰 도움을 주셨다. 이처럼 감사한 일이 또 어디 있을까 싶다. “도서출판 오래”의 직원들도 고도의 전문성으로 본서를 만들어주셨다. 마지막으로 박민정, 유재민 두 박사과정 선생님께도 감사하지 않을 수 없다. 엑셀 작업 등 궂은 일을 뒤에서 다 처리해 주셨기 때문“이라고 소개했다.
