Minimum wage of 10,000 won?... 304,000 jobs will evaporate

-Reporter Moon Hong-cheol

If the minimum wage is raised to 10,000 won, a new study suggests that a minimum of 125,000 and a maximum of 304,000 jobs will be lost. There are concerns about the side effects of raising the minimum wage in a situation where business difficulties continue due to the prolonged COVID-19.

The Korea Economic Research Institute presented the size of job loss by scenario according to the minimum wage increase in next year through the ‘Employment Size by Scenario (2021) according to the Minimum Wage Increase’, commissioned by Chonbuk National University Professor Choi Nam-seok.

The report estimates the job loss rate (3.43~5.53%) and employment elasticity of the minimum wage using the 2017-2019 individual panel data of the Korea Welfare Panel, and applies the number of workers affected by the minimum wage based on the economically active population supplementary survey. estimated the number of job losses per year.

As a result, it was analyzed that 159,000 jobs were lost due to a 16.4% increase in the minimum wage in 2018 and 277,000 jobs were lost due to a 10.9% increase in 2019.

In particular, it was found that the 2018 increase had the greatest impact on the reduction of the food and lodging service sector, youth, and regular jobs. In the case of the food and lodging service industry, it was estimated that about 86,000 to 110,000 jobs, about 93,000 to 116,000 young people, and about 63,000 to 68,000 regular workers were lost.

In addition, the report estimated the effect of job loss by scenario of the minimum wage increase rate by applying the employment elasticity estimates for 2018 and 2019.

As a result, it is predicted that 43,000 to 104,000 jobs will be lost if the minimum wage is raised by 5% (9156 won), and 85,000 to 207,000 jobs will be lost if 10% (9592 won) is raised. If the minimum wage rises to 10,000 won, it is estimated that the minimum wage will decrease from 125,000 to 304,000.

Professor Nam-seok Choi said, “In a situation where COVID-19 is not over yet, an increase in the minimum wage can significantly reduce jobs for low-wage workers along with a decrease in labor demand. I need to do it,” he said.

Meanwhile, the minimum wage has increased at an average annual rate of 7.3% over the past 10 years, and sharply increased to 16.4% and 10.9% in 2018 and 2019, respectively. Accordingly, the proportion of workers receiving less than the minimum wage recorded an all-time high of 15.5% in 2018 and 16.5% in 2019.

The need to set the rate of increase in consideration of the employer's ability to pay the minimum wage is constantly being raised. However, the workers' demands for the minimum wage next year are expected to exceed 10,000 won.

According to the report, a 20% increase (14,64 won) is expected to result in a loss of up to 414,000 jobs. In particular, it is analyzed that the number of jobs for the youth will be reduced by up to 115,000, which will be a major hit.

Regarding the results of this study, Choo Gwang-ho, head of economic policy at Hankyung-yeon, said, “Even this year, the unemployment rate for young people has exceeded 25%, and one in four young people is virtually unemployed. This is a time that should be prioritized.”
