브레이크뉴스 정명훈 기자= 정부가 33조원 규모의 역대급 추가경정예산을 편성, 국민 피해 및 경기 회복에 나선다.
정부는 1일 김부겸 국무총리 주재로 임시 국무회의를 열고 '코로나19 극복을 위한 상생과 피해회복 지원'을 위한 2021년도 2차 추경안을 심의·의결했다.
이번 추경은 지난 3월 1차 추경에 이어 3개월만에 편성한 것으로, 1차 추경 15조원의 두배를 넘는 33조원 규모다.
추경안의 핵심 사업은 코로나 상생 국민지원금(10조7000억원), 소상공인 피해지원(3조9000억원), 상생소비지원금(1조1000억원)으로 구성된 15조7000억원 규모 '코로나19 피해지원 3종 패키지'다. 사실상 '5차 재난지원금'으로 봐도 무방하다.

정부는 소득 하위 80%에게 1인당 25만원을 지급한다. 4인 가구 기준 부부합산 연 소득 약 1억원 이하인 경우 소득 하위 80%에 해당한다. 지난해 4인 가구 이상 최대 100만원까지만 지급하던 것도 4인 100만원, 5인 125만원, 6인 150만원 등 가구별 상한을 없앴다. 다만, 40만원을 받았던 1인 가구는 25만원, 60만원을 받았던 2인 가구는 50만원으로 지급액이 줄었다.
기초생활수급자와 차상위계층, 한 부모 가족 등 저소득층 296만명에게는 여기에 10만원을 더한 35만원을 지급한다.
국민지원금 대상에서 제외되는 소득상위 20%는 1조1000억원을 투입하는 카드 캐시백 혜택을 볼 수 있다. 소비를 끌어올리기 위해 2분기(4~6월) 월평균 카드사용액 대비 3% 이상 증가한 월 카드사용액의 10%를 캐시백 지급한다. 월별 1인당 10만원 한도에서 최대 30만원을 되돌려 받을 수 있다.
또한 생계에 큰 타격을 입은 소상공인·소규모 자영업자에게는 기존의 버팀목플러스 자금과 같은 희망회복자금을 준다. 지난해 8월 이후 단 1회라도 금지·제한조치를 받았거나 매출이 크게 줄어든 소상공인과 여행·문화업계 등 경영위기업종 113만명이 대상이다.
지원액은 버팀목플러스(최대 500만원) 대비 400만원 늘어난 최대 900만원이다. 방역수준, 방역조치 기간, 규모, 업종 등에 따라 기존 7개에서 24개 유형으로 세분화해 차등 지급한다.
아울러 소상공인지원법 개정을 통해 소상공인 손실보상을 법제화했다. 7월 이후 집합금지와 영업제한으로 심각한 손실을 입은 소상공인은 사업소득 감소분을 지원받을 수 있다.
정부는 이와함께 민생경제에 큰 영향을 주는 일자리 창출에 2조6000억원을 투입하며 코로나19 완전한 종식을 앞당길 백신과 방역 보강에도 4조4000억원을 반영했다.
지역경제도 살아나도록 지역 소상공인 매출 회복을 위한 지역·온누리상품권 5조3000억원과 농축수산물 쿠폰 1100억원을 추가 발행한다. 지방교부세 5조9000억원과 지방교육재정교부금 6조3000억원을 각 지자체에 내려 보낸다.
한편 정부가 의결한 이번 2차 추경안은 2일 국회에 제출될 예정이다. 정부는 국회에서 심의가 진행되는 동안 2차 추경예산이 국민들에게 차질 없이 집행할 수 있도록 미리 준비하겠다는 계획이다.
홍남기 경제부총리는 이와 관련 "추경안이 국회에 제출되면 국회예산심의에 대비하는 동시에 추경사업 집행 사전준비에도 즉각 착수하겠다"며 "국회가 7월 임시국회 동안 신속한 추경심의를 통해 하루라도 빨리 추경을 조기 확정해 주실 것을 요청 드린다"고 말했다.

The government will set up an all-time supplementary budget worth 33 trillion won to damage the public and recover the economy.
The government held an extraordinary Cabinet meeting presided over by Prime Minister Kim Boo-kyum on the 1st and deliberated and voted on the second supplementary budget for 2021 to "support win-win and recovery from damage to overcome Corona 19."
The supplementary budget was compiled in three months following the first supplementary budget in March, and is worth 33 trillion won, more than double the first supplementary budget of 15 trillion won.
The core project of the supplementary budget is the "Corona 19 Damage Support Package," which is worth 15.7 trillion won, consisting of Corona Win-Win National Support Fund (10.7 trillion won), Small Business Damage Support (3.9 trillion won), and Win-Win Consumption Support Fund (1.1 trillion won). In fact, it can be seen as a fifth disaster aid fund.
The government pays 250,000 won per person to the bottom 80 percent of the income bracket. If the combined annual income of a married couple is less than 100 million won based on a four-person household, it is in the bottom 80 percent of the income. Last year, the company paid up to 1 million won for households with more than four members, but removed the upper limit for each household, including 1 million won for four people, 1.25 million won for five people, and 1.5 million won for six people. However, the amount of payment decreased to 250,000 won for single-person households that received 400,000 won and 500,000 won for two-person households that received 600,000 won.
It will pay 350,000 won to 2.96 million people from low-income families, including basic livelihood recipients, the second-highest class, and single-parent families, plus 100,000 won.
The top 20 percent of the income bracket, which is excluded from national subsidies, can benefit from card cashbacks that invest 1.1 trillion won. In order to boost consumption, 10% of monthly card usage will be paid back, up more than 3% from monthly average card usage in the second quarter. It can get up to 300,000 won back from 100,000 won per person per month.
In addition, small business owners and small business owners who have been hit hard by their livelihoods will be given hope recovery funds such as existing support plus funds. Since August last year, 1.13 million people from small businesses, including travel and cultural industries, have been banned or restricted even once or their sales have decreased significantly.
Amount of support is up to $9 million (9 million KRW), which is $4 million (4 million KRW) higher than support plus (up to $5 million KRW). It will be divided into 24 types from the existing seven according to the level of quarantine, the period of quarantine measures, the size, and the industry.
In addition, the government enacted compensation for small business owners' losses through the revision of the Small Business Support Act. Small business owners who have suffered serious losses due to a collective ban and business restrictions since July can receive support for a decrease in business income.
In addition, the government spent 2.6 trillion won on creating jobs that greatly affect the people's livelihoods, reflecting 4.4 trillion won on vaccines and quarantine reinforcements that will speed up the complete end of covid-19.
In order to revive the local economy, the government will issue 5.3 trillion won in regional and Onnuri gift certificates and 110 billion won in coupons for agricultural, livestock and fisheries products. It will send 5.9 trillion won in local grant tax and 6.3 trillion won in local education and financial grants to each local government.
The second supplementary bill, which was approved by the government, is expected to be submitted to the National Assembly on Tuesday. The government plans to prepare in advance for the second supplementary budget to be executed to the public without any disruptions during deliberation at the National Assembly.
Hong Nam-ki, deputy prime minister for economic affairs, said, "If the supplementary budget is submitted to the National Assembly, we will immediately prepare for the implementation of the supplementary budget project."
