원자력안전위원회(위원장 엄재식, 이하 원안위)는 27일경북 울진군 소재 한울원전 1호기의 방사능누출사고를 가정해중앙부처·지자체·사업자·전문기관·지역유관기관 등이 참여하는 ‘2021년 한울 방사능방재 연합훈련(이하 연합훈련)’을 실시했다고 밝혔다.

이번 연합훈련은 한울원전 인근 해역에서 두 차례의 지진(규모 6.2, 9.0)이 발생하고 강력한 지진해일이 한울원전에 내습하여 중대 사고가 발생하는 상황을 가정해 중앙·지역방사능방재대책본부, 현장방사능방재지휘센터 발족·운영, 사업자와 전문기관의 현장훈련, 지자체 도상훈련 등을 통해 방사능방재 통합 대응체계를 점검했다.
올해 연합훈련은 행정안전부주관 ‘재난대응 안전한국훈련’과연계하여 실시됐으며, 정부부처·지자체·사업자·전문기관 등 관계자 320여 명이 참여했다.
이번 훈련에서는 원안위 본부는 재난 대응을 총괄하는 중앙방사능방재대책본부를 발족·운영하고, 방사능재난 선포, 특별재난지역 선포 검토 등에 대한 의사결정훈련을 진행했다.
또한, 원안위 울진방재센터에서는 현장방사능방재지휘센터를 발족·운영하고 주민보호조치와 관련된 의사결정(주민소개, 옥내대피, 갑상샘방호약품 복용지시 등)훈련을 진행했다.
한국수력원자력은 방사선비상 발령 전파, 비상전원 공급훈련, 비상냉각수 외부주입 훈련등을 중점적으로 실시했다.
한울원전 주변 4개 광역 및 기초지자체는 신속한 주민보호를 위해 지역방사능방재대책본부를 발족·운영하고, 주민보호조치 이행에 관한 사항을 점검했다.
감염병 확산방지를 위해 지역주민은 훈련에 참여하지 않았으며, 방사선비상시 행동요령 홍보물 제작·배포 등을 통해 지역주민의 관심도를 제고했다.
한국원자력안전기술원은 탐사장비를 활용하여 방사능을 탐사하고 결과를 종합하여 주민보호조치 결정에 필요한 정보를 제공하는 현장훈련을 실시했다.
한국원자력의학원은 울진군의료원, 동국대 경주병원 등 4개 방사선비상진료병원과 합동으로 울진군종합운동장 인근에서 현장진료소를 설치하여 방사선 상해자 진료, 제염 및 후송 훈련을 중점적으로 실시했다.
엄재식 위원장은 “방사능재난 발생 시 조기사고수습과 신속한 주민보호조치를 위해 관계기관의 협업·대응체계를 꼼꼼히 점검하고,최악의 상황을 가정한 실전 같은 방사능방재훈련을 지속적으로 실시해 나갈 것”이라고 밝혔다.
