특히 주민과 함께 만들어가는 이번 축제는 죽변면 지역사회단체들로 구성된 운영위원회를 중심으로 다양한 의견을 수렴하여 프로그램을 구성했다.
축제 프로그램은 수산물 경매, 활어맨손잡기 , 요트무료승선, 조선유랑극단 등 온가족이 함께 즐길 수 있는 체험과 어민들의 안전과 풍어를 기원하는 풍어제 별신굿, 우리 지역의 애환이 서려 있는 십이령바지게꾼 놀이 등으로 구성됐다
