이번 행사는 산업통상자원부와 OECD/NEA가 공동으로 주최하며공단은 로컬 호스트로 참여했다.
NEA는 OECD 산하 원자력 분야의 회원국간 협력을 촉진하기 위한 정부간 기관이며, ICGR은 고준위방폐물 처분시설에 관하여 추진현황·경험 등을 공유하고 주요현안에 대한 논의와 고려사항 발굴을 위해 운영되는 국제적 행사이다.
1999년 미국 덴버에서 제1차 개최를 시작으로 지난 2022년에 핀란드 헬싱키에서 제6차 컨퍼런스가 개최됐다.
이날 행사는 공동주최 기관인 산업통상자원부 김진 원전전략기획관과 NEA 윌리엄 맥우드(William D. Magwood) 사무총장을 비롯하여, 한국방사성폐기물학회 정재학 학회장, 한국원자력안전기술원 김석철 원장이참석한 가운데 핀란드, 캐나다, 프랑스, 체코, 영국, 일본, 벨기에, 호주 등의 고준위방폐물 관리 전담기관 기관장, IAEA, EC 및 WNA 국제기구전문가, 그리고 미국, 일본, 체코 정부 관계자 등 31개국 108개 기관에서약 350여명의 전문가가 참석했다.
이번 제7차 ICGR에서는 “Empowering Progress in Developing Deep Geological Repositories” 주제로 각국의 처분장 확보 추진현황을 소개하고 경험한 주요 현안 및 사회적 고려사항 공유와 이를 위한 국제협력촉진 방안에 대하여 논의했다.
첫째날인 27일에는 미래세대(Younger Generation)를 위한 세션을 진행하였고, 둘째날인 28일부터 개회세션을 시작으로 3일(~30일) 동안은 6개세션으로 구분되어 진행될 예정이다.
개회세션에서는 산업통상자원부 김진 원전전략기획관, NEA 윌리엄 맥우드 사무총장, 공단 조성돈 이사장 순으로 기조연설을 진행했다.
산업통상자원부 김진 원전전략기획관은 “OECD/NEA 회원국 간 협력을 강화하면서 사용후핵연료 관리 역량을 증진시키는 동시에, 고준위 방사성폐기물 특별법 제정, 연구용 지하연구시설 확보를 차질없이 추진해 나가겠다”고 밝혔다.
NEA 윌리엄 맥우드 사무총장은 “많은 국가들이 고준위방폐물 처분사업추진을 위한 노력을 기울이고 있음을 언급하면서, 한국 역시 그러한 국가 중 하나다.”라고 강조하였다.
공단 조성돈 이사장은 고준위방폐물 처분이라는 공동의 문제해결을 위한 각국의 노력과 이를 위한 지식과 경험의 공유에 대해 감사를 표하고, 처분과 관련한 ▲핵심기술개발 로드맵 수립과 분야별 기술확보 현황 ▲연구용 지하연구시설 확보 필요성과 사업추진 현황 ▲전문인력양성을 위한 추진기반 구축 ▲국제협력을 통한 국제사회 기여 의지에 대한 공단의 추진업무와 노력에 대하여 말하였다.
개회세션에 이어 각 세션에서는 ▲국가별 처분사업 추진현황·경험 ▲처분시설 확보를 위한 부지선정 방안 ▲주요현안에 대한 사회적 고려사항 ▲국제협력 활용 촉진 등에 대하여 22개국, 53개 기관, 약 80명의 전문가가 참여하여 주제발표와 패널토의를 진행한다. 마지막 날인 31일에는 공단에서 운영 중인 중저준위방폐물 처분시설로 이동하여 기술투어를끝으로 행사가마무리될 예정이다.
조성돈 이사장은 “고준위방폐물 처분에 대한 국제기구 및 각국의 전담기관들의 관심과 지지를 부탁하며 안전한 고준위방폐물 관리, 처분시설 확보, 지하연구시설 운영, 국민 수용성 확보 등의경험과 주요 현안 공유를 통하여 KORAD 역시 머지않은 미래에 세계적인 방폐물 관리 전문기관으로 발돋움할 수 있도록 노력하겠다”라고 밝혔다.
