이번 정례회는 2022년 7월부터 2년간 이어져 온 제9대 전반기 경주시의회의 마지막 공식 일정이다.
정례회 첫날인 7일 의회 본회의장에서 열린 제1차 본회의에서는 ‘제282회 경주시의회 제1차 정례회 회기결정의 건’, ‘경주시장 및 관계공무원 출석요구의 건’, ‘2024년도 제1회 추가경정예산안 및 기금운용계획 변경안 제안 설명의 건’, ‘회의록 서명의원 선임의 건’ 등을 상정했다.
이후 휴회기간 중 8일부터 17일까지는 상임위원회 및 예산결산특별위원회에서 조례안 및 일반안건을 비롯하여 ‘2024년도 제1회 추가경정예산안’, ‘2024년도 제1회 추가경정예산 기금운용계획변경안’, ‘2023회계연도 결산 및 예비비 지출 승인안’ 등을 심사하게 되며, 18일부터 26일까지 2024년도 행정사무감사를 실시할 예정이다.
28일에 실시되는 제2차 본회의에서는 상임위원회 및 예산결산특별위원회에서 심사한 안건에 대한 심의·의결과 더불어 시정질문이 진행되며, 마지막날인 29일 제3차 본회의에서는 제9대 후반기 경주시의회 의장·부의장 선거가 실시된다.
이번 정례회에는 김소현 의원이 대표발의한 ‘경주시 납세자보호에 관한 사무처리 조례 일부개정조례안’ 등 9건의 의원 발의를 포함하여 총 18건의 조례안이 상정됐다.
또한 ‘대한민국 경주시와 중국 장자제시 간 친선결연(우호도시) 협정 체결 동의안’ 등 5건의 동의안과 ‘동천동 재개발 정비구역 지정 및 정비계획 결정(안) 의견 청취안’, ‘2024년 강소형 스마트도시 조성사업 공모사업 신청 보고’및 ‘2024년도 제3차 공유재산 관리계획 변경안’ 등의 안건이 포함되어 있다.
이철우 의장은 개회사를 통해 “2022년 7월 경주시민의 큰 기대를 안고 개원한 제9대 전반기 의회는상임위원회를 확대하고 조례안의 의원 발의를 적극 추진하는 등 다방면으로 노력해왔다.”면서, “후반기 의회는 지금까지의 의정 경험을 바탕으로 부족한 점을 채워나가 경주시민의 눈높이에 부응하는 의회가 되기를 바란다.”고 전했다.
