부천시에 따르면, 원미지역 도시재생사업의 일환인 ‘심곡천 축제’는 원미마을관리사회적협동조합을 중심으로 원미마을사람들, 심곡마을교육협의체(원미초, 소명여중)·지역 네트워크가 협업해 추진하는 행사다.
심곡천 축제는 지난 5월 18일을 시작으로 10월 19일까지 매월 셋째 주 토요일(8월 혹서기 제외) 별빛공원(부천로 90번길 51)에서 개최되며, 매월 문화체험, 문화공연, 프리마켓 등 다양한 즐길 거리로 채워진다.
