우리나라는 산업화와 민주화를 성공한 선진국으로 국가적 불공정, 양극화 및 사회갈등 등의 현안문제를 해결함에 있어서, 21세기 세계 주도의 핵심사상이라 일컫고 있으며 아시아 중원･만주 대륙에서 우리 동이한민족의 건국･정치이념이었던 홍익인간 사상의 현대적 적용을 위한 여건조성에 기여할 목적으로, 필자의 학술논문 결과들에 의거 홍익인간･재세이화･성통공완 개념 및 현대적 의미 등을 공유하고자 한다.

대한민국은 세계 10위의 경제대국, 50-30클럽의 6위국(강동효, 2024), 세계 5위의 군사대국(김성훈, 2024)인 현재, 공정성의 우려와 정치･경제적 양극화와 불평등, 삶의 질 및 행복감 저하와 같은 사회갈등 등의 제반 현안문제를 안고 있다. 필자는 우리나라가 세계적 경제성장과 높은 소득수준에도 불구하고 국내적 불공정･불평등과 양극화 및 사회갈등을 포함한 제반 현안문제를 안고 있는 상황 속에서, 국제도인연합회 초종교연합포럼(대표 김덕현)이 지난 10일 개최한 정기세미나를 통해 홍익인간 사상의 현대적 의미를 주제로 발표하였다.
주제발표의 취지는 우리 동이한민족의 역사적 통치(정치)이념(정영훈, 2013)인 홍익인간 사상과 관련해 “인간(국민, 인류, 자연 등)을 모두 이롭게 한다.”로 홍익인간 개념을 바로 세우면 현대 적용 가능성을 검토할 수 있다는 관점에서, 우선 홍익인간과 재세이화 및 성통･공완 개념의 정립 및 현대적 의미에 대한 이해와 대전환의 필요성을 제기한 것이다. 홍익인간 사상의 현대적 의미에 관한 설명은 [홍익인간의 이해 - 정치･경제･사회영역 등의 현대 적용 가능성 시사]에서 참고할 수 있다.
역사적으로 홍인긴간에 관한 유래는 삼국유사에서 찾아볼 수 있다. 『삼국유사』 ｢왕검조선편｣에서 [위서]에 이르되, 지금으로부터 2,000년 전에 단군왕검이 평양성(지나 산서성 임분시)에 도읍하고 조선을 개국하였다(2,096년간). 백악산(산서성 관잠산, 분원천지, 압록수 발원) 아사달(산서성 태원시)로 천도후 1,500년간 다스렸다(김태영, 2022, 100-101). 이후 44대 구물단군이 대홍수에 기인해 평양성으로 환도하였다(김태영, 2023, 35-39). 이에 앞서, [고기]에 이르되, 환인에게 환웅이 있었는데 자주 천하에 뜻을 두어(數意天下) 사람이 사는 세상을 탐내니(貪求人世), 환인이 이를 알고 삼위태백(지나 감숙성 삼위산(돈황시 남쪽)과 흑수(태백산))을 내려다보니 인간을 모두 이롭게(弘益人間)할 만하다고 하였다(정영훈, 2013).
이처럼 홍익인간 사상의 시원지를 보면, 환국에서는 지나대륙의 감숙성 삼위･태백 개천, 배달국에서는 감숙성 경양현 개국, 단군조선에서는 평양 개국과 태원 천도후 환도 등으로 요약이 가능하다. 이러한 홍익인간 사상의 시원지 주장 학설은 김태영의 원전문헌 611종, 즉 사고전서 79,337권, 25사 4,022권, 조선왕조실록 1,893권, 고려사 139권, 삼국사 50권, 삼국유사 5권 등(85,446권)과 석박사 논문의 조사･검토･비교･분석･교차확인후 새 학설로 제시된 것임을 강조한다(김태영, 2022).
홍익인간 사상의 현대적 의미에 관한 주요 발표내용은 다음과 같이 요약된다. 세계 10위의 경제대국, 50-30클럽의 6위국(강동효, 2024), 세계 군사력 5위(2024년) 국가인 현재도, 불공정과 정치･경제적 양극화와 불평등, 삶의 질 및 행복감 저하와 같은 사회갈등 등의 제반 현안문제를 안고 있다. 이러한 여건에서 민주화시기 국가발전모델 이후 새로운 국가모델의 필요성이 제기되어 왔다.
이와 관련 홍익인간 사상에 주목하여 현대 적용 가능성의 검토나 시도가 요청되고 있다. 오래전부터 국내외의 유수 석학들이 21세기 세계의 핵심적 주도사상 및 지도사상으로 홍익인간 사상을 지목하고 있다. 따라서 우리 동이민족의 역사적 정치이념인 홍익인간 사상과 관련 “인간을 모두 이롭게 한다”로 홍익인간 개념을 바로 세우고, 현대적 적용 가능성을 논의하기에 앞서 우선 홍익인간과 재세이화 개념의 정립 및 현대적 의미에 대한 공유와 대전환적 계기를 제기하고자 한다.
필자는 홍익인간 개념관련 [염표문]에 의거 정치자가 [성통･공완(도)의 완성과 재세이화(덕)의 완성을 전제]로, “인간을 모두 이롭게 한다.” “인간을 모두 이익이 되도록 한다.”로 재해석하고 있다. 재세이화 개념은 [성통･공완의 명상 충족이라는 전제] 하에서 오늘날 현대국가의 법령･ 정책 시행과 사회규범･사회관습의 준수 및 개인 수신규제 등의 실행이라고 정의한다. 성통･공완관련 홍익인간과 재세이화의 전제조건으로, 홍익인간 양성･수련법이라는 『삼일신고』 지감･조식･금촉의 3법수행법 약술하고 있다. 따라서 홍익인간과 재세이화 및 성통･공완에 대한 새로운 정의에 의거해, 불공정･불평등과 양극화 및 사회갈등을 포함한 제반 현안문제에 대한 분석･적용하기 위한 해결대안 모색이 가능하다는 점을 시사하였다.
현재 우리나라는 세계 10위의 경제대국이고 50-30클럽의 6위국, 세계군사력 5위국인데도, 불공정과 정치･경제 양극화와 불평등, 삶의 질 및 행복지수 저하와 같은 사회갈등 등의 제반 현안문제가 지속상황에 놓여 있다. 그러므로 홍익인간이란 정치자가 “인간(국민, 인류, 자연 등)을 모두 이롭게 한다.”라는 재세이화 전제의 충족에 의해, 특히 성통･공완 충족의 선결을 통해 도덕적 책임감의 자각과 실천으로, 성별은 물론 연령･소득･지역･빈부 등의 구분별 올바른 논의와 공정한 시행의 해결대안 모색이 요청된다고 말할 수 있다.
향후 연구과제로, 대통령을 위시한 법령･제도의 결정권자가 법령･정책 시행과 사회규범･ 관습의 준수 및 개인 수신 등의 실행을 통해, 홍익인간 사상 기반 하에서 국내의 현안문제, 남북통일, 인류 보편적 문제 등에 대한 현대적 적용방안이 필요함을 제언한다. 앞으로 정치자가 “인간을 모두 이롭게 한다.”로 추구하기 위한 재세이화 전제의 충족, 특히 성통･공완의 선결적 요건 충족을 통해서 도덕적 책임감의 자각･실천으로, 정치･경제･사회 등의 영역에서 남녀･세대･소득･지역 등의 속성별 고려에 의한 올바른 논의와 공정한 시행의 해결대안이 모색되기를 기대한다.
앞으로 정치자가 법제 등 재세이화의 실행 전제를 통해 홍익인간 사상 기반의 국내외 현안문제, 남북통일, 인류 평화문제 등에 관한 현대적 적용방안 모색의 필요성을 다시 강조한다. 끝으로 본 발표자가 연구한 바와 같이, 홍익인간의 정치혁신전략･경제혁신전략･사회혁신전략･남북통일전략 등은 물론, 국민 전체가 모두 이롭도록 홍익국가모델의 법무부･･행정안전부･외교부 등의 정부운영전략을 적용하는 시대가 어서 오기를 고대해 본다.

Our country is an advanced country that has succeeded in industrialization and democratization, and in resolving pending issues such as national injustice, polarization, and social conflict, it is said to be the core ideology that leads the world in the 21st century, and has been the founding and political ideology of our fellow Korean people in central Asia and the Manchurian continent. In order to contribute to creating conditions for the modern application of Hongik Ingan's thought, I would like to share the concepts and modern meanings of Hongik Ingan, Jaeseihwa, and Seongtong Gongwan based on the results of my academic papers.

The Republic of Korea is the world's 10th largest economy, 6th largest country in the 50-30 Club (Kang Dong-hyo, 2024), and the world's 5th largest military power (Kim Seong-hoon, 2024). Currently, there are concerns about fairness, political and economic polarization and inequality, and quality of life. It has various pending problems such as social conflict and decreased happiness. The author believes that, despite Korea's global economic growth and high income level, it is facing various pending issues including domestic unfairness, inequality, polarization, and social conflict, and the Interreligious Forum of the International Association of Indians (CEO Kim Deok-hyeon) held a meeting last October 10. A presentation was made on the topic of the modern meaning of Hongik Ingan's thought through a regular seminar held on the same day.
The purpose of the topic presentation is to “benefit all human beings (people, humanity, nature, etc.)” in relation to the Hongik Ingan ideology, which is the historical ruling (political) ideology of our fellow Korean people (Young-Hoon Jeong, 2013). If the concept of Hongik Ingan is established correctly, the concept of Hongik Ingan will be used in modern times. From the perspective of being able to examine the applicability, first of all, the need for a great change and understanding of the modern meaning and establishment of the concepts of Hongik Ingan, Jaeseihwa, Seongtong, and Gongwan were raised. Historically, the origin of Hongin Gingan can be found in Samguk Yusa. According to the [Book of Wei] in 『Samguk Yusa』's ｢Wanggeom Joseon section｣, 2,000 years ago, Dangun Wanggeom established his capital in Pyongyang Castle (formerly Linbun City, Shanxi Province) and founded Joseon (2,096 years). Baekaksan Mountain (Gwanjam Mountain, Bunwoncheonji, Yalu River, Shanxi Province) ruled as Asadal (Taewon City, Shanxi Province) for 1,500 years after the transfer (Kim Tae-young, 2022, 100-101). Afterwards, the 44th Gumuldangun returned to Pyongyang Castle due to the great flood (Kim Tae-young, 2023, 35-39). This theory claiming to be the origin of Hongik Ingan's thought is based on Kim Tae-young's 611 original documents, namely, 79,337 volumes of Jeonseo, 4,022 volumes of 25 Sasak, 1,893 volumes of Annals of the Joseon Dynasty, 139 volumes of History of Goryeo, 50 volumes of History of the Three Kingdoms, 5 volumes of Samguk Yusa, etc. (85,446 volumes). It is emphasized that it was presented as a new theory after research, review, comparison, analysis, and cross-checking of master's and doctoral theses (Taeyoung Kim, 2022).
The main presentations on the modern meaning of Hongik Ingan's thought are summarized as follows. Even now, as a country with the world's 10th largest economy, 6th place in the 50-30 Club (Kang Dong-hyo, 2024), and 5th place in the world's military power (2024), there are still problems such as unfairness, political and economic polarization and inequality, and decreased quality of life and happiness. There are various pending issues such as social conflict. Under these conditions, the need for a new national model has been raised following the national development model during the democratization period.
In this regard, there is a request to review or attempt the possibility of modern application by paying attention to Hongik Ingan's thought. For a long time, leading scholars at home and abroad have pointed to Hongik Ingan's thought as the core leading and guiding ideology of the 21st century world. Therefore, in relation to the Hongik Ingan ideology, which is the historical political ideology of our Dongi people, the concept of Hongik Ingan is established as “benefiting all humans,” and before discussing the possibility of modern application, first, the establishment and modern meaning of the concepts of Hongik Ingan and Jaeseihwa are discussed. We would like to share this and raise a transformative opportunity.
The author, based on [Yeompyomun] related to the concept of Hongik Ingan, assumes that a politician [presupposes the perfection of virtue and virtue] and “benefits all human beings.” It is being reinterpreted as “making all humans benefit.” The concept of re-seihwa is defined as the implementation of laws and policies, compliance with social norms and customs, and regulation of personal reception in today's modern nation under the premise of satisfying the meditation of sincerity and emptiness. In the future, politicians will pursue the goal of “benefiting all human beings” by satisfying the prerequisites for economic prosperity, especially by satisfying the prerequisites of integrity and public righteousness, through the awareness and practice of moral responsibility, and through the realization and practice of moral responsibility in the areas of politics, economy, and society. ･We hope that proper discussions and fair implementation solutions will be found through consideration of attributes such as generation, income, and region.
In the future, we again emphasize the need for politicians to seek modern application methods for domestic and international issues based on Hongik Ingan ideology, unification of North and South Korea, and human peace issues, etc., through the premise of implementing re-establishment, including legislation. Lastly, as researched by this presenter, Hongik Ingan's political innovation strategy, economic innovation strategy, social innovation strategy, South-North unification strategy, etc., as well as the Hongik nation model's Ministry of Justice, Ministry of Public Administration and Security, Ministry of Foreign Affairs, etc., are designed to benefit all citizens.
