팔레스타인의 가자지구를 포위 공격하는 이스라엘에 대해 전 세계적으로 규탄 시위가 이어지고 있는 가운데, 현재 내가 머물고 있는 러시아 모스크바의 상황으로 본다면 현재까지는 어떠한 소요 사태도 벌어지지 않고 있다. 그 이유는 러시아 정부에서 친 팔레스타인 집회 및 유태인들에 대한 규탄 행위에 대해 엄중히 단속하겠다 하였기 때문이다. 특히 세르게이 쇼바닌 모스크바 시장은 어떠한 경우에도 친 팔레스타인 집회를 허용하지 않겠다고 밝혔다.
쇼바닌의 친조부인 표도르 쇼바닌과 친부인 셰몬 쇼바닌은 모두 유태계이고 그러다보니 세르게이 쇼바닌 또한 유태 혈통이다. 이처럼 유태계가 모스크바 시장이다 보니 모스크바에서 반유태집회가 허용될리 만무하다. 그래서 현재 모스크바는 전 세계가 친팔레스타인 지지 시위로 몸살을 앓고 있는데도 매우 조용한 이유다. 그리고 혹시 모를 다중 밀집 지역에 우크라이나 측이 테러를 저지를 가능성도 있어 여러모로 다중 집회 시위 허가에 대해 신중을 기하고 있는 편이다. 참고로 러시아는 집회의 자유가 헌법에 명시되어 있다.
그런데 지난 29일 러시아 카프카스 전체 인구의 96%가 이슬람인 다게스탄 자치공화국에서 이스라엘 탤아비브 공항에서 출발하여 도착한 여객기를 대상으로 한 폭동 시위가 발생했다. 가제타ru 등 러시아 언론과 스트라나.ua에 의하면, 29일 저녁 다게스탄 공화국의 수도 마하치칼라 외곽에 있는 마하치칼라 국제 공항에서 이스라엘 난민들, 즉 유태인들을 태운 여객기가 착륙한다는 소문이 퍼져 있었다.
따라서 친(親) 팔레스타인 성향의 시위대들이 조직되어 공항으로 몰려갔고 비행기가 도착하기 1시간 전부터 시위대들이 대기상태였다고 한다. 시위대들은 유태인들을 색출하자며 공항에 난입했고 일부는 여객기가 착륙하자 활주로를 뚫고 여객기를 쫓아가기도 했다. 활주로에서 여객기를 추격하는 것은 대단히 위험한 일이다. 자칫 시위대가 다칠 수 있는 위험한 일인데 그럼에도 개의치 않고 유태인들에 대한 분노가 휩싸인 다게스탄 현지인들은 비행기를 포위했다고 한다. 시위대 중 일부는 공항을 빠져나가는 차량을 막고, 탑승자들의 신원을 확인하는 등의 난동을 부렸다.
러시아 연방에서 가장 다양한 민족 구성을 지니고 있는 다게스탄 공화국은 전체 인구의 96%가 무슬림들이다. 러시아 연방 정부에 맞서 체첸 전쟁을 벌인 바 있는 인접한 체첸 자치공화국과 함께 1990년대와 2000년대 초 무슬림들이 수많은 폭동을 일으켰고 테러가 빈번했던 곳이다. 최근에는 러시아 푸틴 대통령의 다원주의 정책으로 이 지역이 점차 안정화를 찾고 있었는데 이번 팔레스타인 전쟁으로 불이 붙은 것이다.
이날 마하치칼라 공항 난입 사건이 일어나기 전에도, 다게스탄 제2의 도시인 하사뷰르트와 카바르딘-발카르 자치공화국의 수도 날치크 등 무슬림들이 몰려 있는 카프카스 북부 지역 곳곳에서는 반이스라엘 시위가 벌어진 바 있다. 이에 다게스탄 공화국을 관할하는 북카프가스 연방관구 당국은 폭동 진압을 위해 특수 부대를 현장에 투입했다. 그리고 60여 명을 체포하고, 상황을 정리했으며 체포 작전 과정에서 20여 명이 부상을 당하고, 2명은 중태에 빠진 것으로 전해졌다. 북카프카스 연방관구 측은 군부대까지 동원해 폭동주모자들을 연행해갔으며 공항 CCTV 영상을 통해 난입 시위자 150여 명의 신원을 확인해 구속 조치했다.
그러나 현장에 투입된 군부대는 즉각 시위대 해산에 나서지 않았으며 몇 시간이 지난 후에야 본격적으로 체포 및 해산 작전을 시작한 것으로 알려졌다. 이에 다게스탄 자치공화국의 대통령인 세르게이 멜리코프(Сергей Мелихов)는 마하치칼라 공항 시위는 명백한 항공법 위반이라며 시위 참여자들은 엄정한 법 집행 기관으로부터 처벌을 받을 것이라고 발표했다. 멜리코프 대통령은 팔레스타인의 평화를 위해 기도하자고 호소하면서 시위 촉발을 막으려 했다.
그런데 다게스탄 SNS 브콘탁테에는 일련의 시위대들이 공항에서 나오는 버스 등을 제압하고 탑승객의 여권을 일일히 확인하는 영상이 올라왔다. 그 버스에는 이스라엘에서 치료를 받고 온 아이들과 그 부모들로 가득 차 있었다. 공항에 착륙한 지 3시간 이상 여객기에서 내리지 못했던 한 여성 탑승객은 SNS 등을 통해 기내에는 환자들이 많이 있고, 아이들이 불안해 울고 있다면서 먹을 음식도 없다고 호소했다. 일부 텔레그램 채널에 따르면 이날 텔아비브에서 도착한 승객 대부분은 공항을 떠나지 않고 모스크바 행 환승을 기다리고 있었다고 한다.
이는 텔아비브에서 모스크바 직항 항공편 티켓이 워낙 비쌌기 때문에 승객들은 마하치칼라 공항에서 모스크바로 환승하는 항공편을 선택했다는 것이다. 그리고 다게스탄 제2의 도시 하사뷰르트에서는 수백 명의 주민들이 유태인들이 머물고 있는 것으로 알려진 호텔로 몰려와 시위를 벌이며 객실 손님들의 여권을 일일히 확인하기도 했다. 또한 같은 날, 카바르딘-발카르 공화국의 수도 날치크에서는 공사 중인 유태인 회관과 시나고그가 불에 전소되기도 했다.
이에 이스라엘 외무부는 이스라엘 시민과 유태인에게 해를 끼치려는 시도들을 심각하게 보고 있다면서 이스라엘 시민의 안전을 보호해줄 것을 러시아에 촉구했다. 그러나 러시아 연방 정부는 사태 재발 방지를 약속하기는 했지만 치안이나 보안 문제는 자치공화국의 몫이자 역량이라고 했다. 그런데 러시아의 연방법에 따르면 "자치공화국 영내의 치안은 공화국에게 일임한다." 고 되어있다. 러시아의 땅이 워낙 거대하다보니 연방정부가 일일히 통제할 수 없기 때문이다. 미국도 땅이 거대해 각 주마다 치안법이 다르듯이 러시아도 마찬가지인 것이다.
젤렌스키 또한 이번 시위에 우려를 표명하며 이는 러시아에서 국영 TV, 전문가, 당국에 의해 전파되는 타민족 증오 문화의 일부라고 비판했다. 젤렌스키가 그런 소리를 하는게 더 어이가 없다. 타민족 증오 문화는 우크라이나가 더 심한데 러시아에서 일부 나타나는 행위들을 두고 증오 문화라고 규정한 것이다. 참고로 우크라이나는 러시아와 전쟁에서 체첸 아흐마트 군단을 상대하면서 총알에 돼지기름을 발라 사용했고 <꾸란>을 찢어 불태운 바 있다.
우크라이나에 모스크가 잘 없는 이유 또한 우크라이나 민족주의로 인해 무슬림들을 학대해서이고 네오나치들은 유색 인종들에게 폭력을 가했으며 동양인들은 2014년 유로마이단 이전, 밤에 키예프 거리를 걷는거 자체가 공포였다. 즉 뭐 묻은 개가 뭐 묻은 상대방을 나무라는 격인 것이다. 이에 멜리코프 대통령은 러시아 하원의원 출신으로 우크라이나로 망명한 일리야 포노마레프(Илья Пономарев)가 운영하는 '다게스탄의 아침(Утро в Дагестане)"이 무슬림들에게 이번 난동을 조장했다고 반박했다. 포노마레프는 러시아 당국에 의해 외국 에이전트와 테러 및 극단주의자로 지정된 인사로 러시아 인터폴 수배 명단에 올라 있다.
유태인들의 이번 전쟁에서 팔레스타인 사람들의 대한 학살이 8천 명을 넘어서면서 전 세계의 공분을 사고 있다. 특히 같은 무슬림이라는 연대가 강한 국가들, 그 중에서 온건한 무슬림들이 아닌 과격한 원리주의적 무슬림들이 유태인과 미국에 대한 증오가 임계치를 넘고 있다. 모스크바나 다른 대도시들에서 막고 있는 친팔레스타인 집회지만 무슬림들이 몰려 있는 곳은 이같은 집회 통제가 사실상 불가능하다.
이 같은 사태를 해결하기 위해서는 오슬로 협정을 준수하고 팔레스타인 정부를 인정함과 동시에 그들을 독립시키는 것을 승인하는 것이다. 이스라엘이 가자 지구 시가지 진입을 못하는 이유는 사상자가 심할까봐 우려해서가 아니다. 어차피 전쟁은 사상자들이 나오게 되어 있고 무기의 양과 질 또한 이스라엘이 압도적이기에 불도저처럼 밀어 버리면 그만이다. 어차피 이스라엘은 전 세계가 뭐라하던 눈치보는 국가가 아니다.
그럼에도 가자 지구 내 진입을 조심스러워 하는 이유는 아랍 연맹이 하나로 뭉치는 것이고 터키나 사우디, 이집트, 이란, 헤즈볼라의 레바논, 시리아가 이미 경고를 했다. 만약에 무리를 해서라도 가자 시가전을 벌이기 위해 진입한다면 시리아 군과 터키군, 헤즈볼라 연합군이 이스라엘 북부로 진입할 것이고 이집트 군은 이스라엘 남부로, 사우디 군은 요르단을 통해 이스라엘 본토 서부로 진입할 것이다.
이란은 공식적으로 전쟁을 선포하며 이스라엘 곳곳에 대한 폭격을 감행하여 사우디와 시리아, 헤즈볼라, 터키, 이집트 지상군의 진입을 용이하게 할 것이다. 이미 예멘의 후티 군대가 이스라엘에 대한 폭격을 감행 중에 있다. 이스라엘이 이들의 군대를 이길 수 있다는 보장은 어디에도 없다. 왜냐하면 그들은 60~80년대의 아랍 군대가 아니기 때문이다. lukybaby7@gmail.com
